This position is located in the Painting Section of Facilities Management Service (FMS) at the VA Southern Oregon Rehabilitation Center, White City, Oregon.
Duties
Major duties include but not limited to:
Exterior and Interior Building Surfaces - Applies protective coating materials to exterior siding, trim and sash areas o.t ground level and at levels up to 35 feet above ground level, and to interior building surfaces including ceilings, walls, floors, sash, trim and stairwells.
Prepares surfaces for coating by cleaning, scraping, hydrosanding and/or sandblasting. Patches, fills, shapes and levels surfaces using spackle, putties, synthetic and metallic patching compounds. Smoothes surfaces using such abrasives as sandpapers. Mixes and applies required precoatings and textures as required. Tapes, fills and applies surface texture coating to newly drywalled areas.
Selects and prepares paint and other coating materials. Tints, tones, blends and mixes various additives so as to obtain desired colors or to match surrounding areas.
Applies selected coating materials with such tools of the trades as brushes, short and long handled rollers, spray guns and texturing devices.
Furniture, Office and Shop Equipment:
Prepares surfaces using abrasives and/or solvents to loosen and remove old finishes, cleans surface and applies precoatings and fillers as required by the type (wood, metal etc.) and condition of the surface.
Selects appropriate coating materials, usually paints, stains, varnishes or plastic coatings; and matches to existing color or to colors selected by the requesting Service.
Most of the coatings given this type of equipment are applied by spray gun in the paint spray booth. However, such coatings as stain, varnish, plastic resins and some paints may also be applied by brush, roller or hand methods.
Protects surrounding areas or surfaces not being coated from damage, by covering them with tarps and/or masking with tape and paper protectors.
Erects scaffolding and sets ladders using established safety procedures.
Properly uses, cleans and stores all equipment used on a job, both during and after the work is completed.
Miscellaneous:
Prepares surfaces, selects and applies appropriate coatings to benches, posts, other outdoor equipment and to pavement for traffic line markings.
Works with and guides the work of apprentice painters, patients and temporary painters assigned to the Painting Section.
Work Schedule: Monday-Friday, 08:00am to 4:30pm

Physical Requirements: Must be able to lift and carry heavy ladders and planks, erect high scaffolding and carry five gallon buckets of paint. Must be able to work for hours overhead using painting tools weighing from two to seven pounds, to use trowels, hawks, scrapers, broad knives, electric sanders and spray equipment. Must be able to work from all positions, while standing on the ground, floor, or on ladders and scaffolding at heights of up to 30 feet. Work involves standing, stretching, tiptoeing, sitting, squatting, leaning and lying on back or stomach. Will move furniture as required in order to perform necessary painting.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.
SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The ability to perform Painter duties without more than normal supervision? Duties include knowledge and experience in accepted surface preparation, coating, and like techniques. They must have the ability to remove scale, rust, dirt, and all types of old paint to enable proper adherence of coatings. The incumbent must be capable of constructing and leveling surfaces with metal and synthetic resins, plastics, and patching compounds; able to obtain finely smoothed surfaces with abrasive compounds; able to smooth out dents and scars by burning in process and able to execute with detail the treatment of all surfaces with precoating agents, including cement and plaster. He/she must be proficient in matching, tinting, toning, and blending of coating materials. The incumbent must have the ability to effect delinquency of coating materials without leaving roller boards, brush marks, drips, runs, or skids. Must possess the skills needed in using oil coating, marbling, or matting. Required to follow written instructions ranging from handwritten notes to directions related to solvents, paints, varnishes, epoxy, Teflon, paint removers, alkali and phosphate compounds, pickling mixtures, and anti-growth agents. Must be skilled in the use of brushes, rollers, spray guns, trowel's, screens, straight edges, viscosity testers, graining devices, and thickness gauges.
