You will serve as a GENERAL ENGINEER in the ENGINEERING AND ASSESSMENT DIVISION, QUALITY ASSURANCE DEPARTMENT of PEARL HARBOR NSY AND IMF.

Duties

You will provide oversight, analysis, and direction on the engineering processes, procedures, and methods for shipyard maintenance and quality assurance for naval submarines and surface ships. You will develop and issue technical reports, lead discussions and meetings, and regularly interface with engineering management at all levels to determine compliance to quality requirements for naval ship repair. You will plan, perform, and lead audits, assessments, surveillances, or reviews on engineering processes, procedures, methods, and products to determine adequacy and quality of the work. You will make recommendations on engineering principles to correct deficiencies. You will review quality data, detect unsatisfactory quality trends, identify weaknesses in engineering systems, validate data integrity and develop reports to keep management apprised of shipyard quality performance. You will plan and conduct training for personnel at all levels from engineering, production, and other departments and offices.

Qualifications

For GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer reviewing and analyzing quality data to measure, assess, audit, and control quality of engineering processes and work products, in accordance with SUBSAFE standards, for a project or program in a shipyard organizational environment. For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer collecting and analyzing quality data to meet requirements, complete corrective actions, or reverse negative trends, for repair projects or a shipboard maintenance program. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
