The primary purpose of this position is to as an attorney-advisor in the Office of the Deputy General Counsel (Installations, Energy & Environment) (SAF/GCN) that is responsible for providing legal services pertaining to installations, energy, and environmental matters in support of the Air Force mission and operations worldwide.

Duties

1. At an expert level, analyzes, evaluates, and provides professional advice and counsel regarding the acquisition, management, use, disposal, and conversion of real and personal property including, but not limited to: enhanced use leases, housing and utility privatization, BRAC property management and disposal, encroachment, condemnations, strategic basing, community partnerships, renewable and energy assurance projects, and legislative jurisdiction and proposals for the active duty Air Force, Air Force Reserve, and Air National Guard. This includes transactions under Title 10 of the United States Code for real property, environmental restoration, MILCON, energy security, and facilities for reserve components. 2. Provides written or oral advice, counsel, opinions, and decisions to the Air Force General Counsel (SAF/GC), the Assistant Secretary Installations, Environment and Energy (SAF/IE), the Deputy Assistant Secretary of the Air Force (Installations) (SAF/IEI), the Deputy Assistant Secretary of the Air Force (Environment, Safety and Infrastructure) (SAF/IEE), the Deputy General Counsels of the Air Force, Director of the Air Force Civil Engineer Center (AFCEC/CL), Director, Installations Directorate (AFCEC/CI); and other members of the Office of the Secretary of the Air Force, the Air Staff, AFCEC Division Chiefs and Project Managers, as well as other Air Force elements in connection with all aspects of Air Force real property, real property legislation, housing privatization, utilities privatization, energy, BRAC and environmental matters. 3. Provides professional advice and assistance to implement various legal authorities involved in the extremely complex area of real property law transactions, including base conversion and privatization processes, which present extremely complex and difficult legal questions and factual issues in analyzing, interpreting, and applying Federal and State laws, regulations, policy directives, contracts, and other legal instruments. Investigates facts, researches legal precedents, and marshals evidence to advise clients and prepare memoranda, reports, correspondence, and litigation materials. Prepares recommended interpretation and courses of action outlining the facts and applicable law. Performance of these duties may require extensive research, analysis, and consultation with contractors or other experts in the fields of science, engineering, or other fields. 4. Reviews and drafts AFCEC and Air Force correspondence, policies, contractual and transaction documents, and other communications for legal sufficiency, clarity, and writing errors. Reviews and coordinates proposed legislation, responses to congressional inquiries, correspondence, and transactional and other legal documents.

  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
  • Incumbent must be currently licensed as an attorney and counselor-at-law in a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico
  • Incumbent is required to maintain current knowledge of changing statutory and regulatory guidance as they relate to the duties of the position, as well as general developments in technology that may improve the effective delivery of legal services
  • This is a term position NOT TO EXCEED 24 months from the date of the appointment
  • Work may require travel away from the normal duty station on military or commercial aircraft
  • Work may occasionally require work or meeting attendance on weekends or in the evening and may require occasional overtime.
  • Must be able to obtain and maintain a Secret Clearance
  • This position meets the professional exemption criteria for the Fair Labor Standards Act (5 CFR 551.207)
  • LL.B or J.D. degree from a law school accredited by the American Bar Association required

Qualifications

GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status and shows a date obtained within four months of the application. Copy of the Bar Card is not acceptable proof. General requirements set forth under paragraph A4.1 AFI-51-101, the attorney shall have professional legal experience in excess of three years that is commensurate with the duties and responsibilities of the position. A4.2.5.2. AFI-51-101, attorneys performing duties in GS-14/15 positions are expected to perform with substantial independence, even when working on the most complex or difficult matters. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the role and duties of the Government attorney, including a practical knowledge of the Model Rules of Professional Conduct for Federal Lawyers and American Bar Association Rules of Professional Responsibility and the rules of the jurisdiction(s) in which incumbent is licensed to practice. 2. Ability to analyze extremely complex legal issues, including issues relating to installation, energy, and environmental law, real property, housing and utilities privatization, BRAC, and real property development and finance. 3. Knowledge of the research methodologies, including computer-assisted technologies, necessary to research applicable Federal, State, interstate, and local laws and regulations concerning issues involving installation, energy, and environmental law, real property, housing and utilities privatization, BRAC, and real property development and finance. 4. Skill in applying advanced data gathering tools, including, but not limited to, formal interviewing techniques, archived records retrieval and review, information requests under the various Federal and State access laws, and formal discovery, to collect various types of factual information. 5. Superior skills in the areas of oral and written communications and interpersonal relationships. 6. Knowledge of the administrative and judicial litigation process including significance of the administrative record. 7. Knowledge of the federal legislative and inter-agency decision process. 8. Knowledge of computer productivity software, e.g., Microsoft Word, Outlook, Excel, or PowerPoint. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You will receive credit for all qualifying experience, including volunteer experience.

Education

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
