Qualifications

In addition to the basic education requirements, you must have specialized experience and/or directly related education as described below:
To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as experience leading database projects such as database analysis, design and/or data infrastructure system enhancement, OR planning future direction of data management infrastructures by applying knowledge of physical/virtual/cloud devices connected to enterprise data storage systems, OR providing technical guidance on selecting tools/technologies for collecting data into an existing data infrastructure that serves users in researching and analyzing structured data via on-line interfaces (applications and/or browsers).
Your application package will be used to evaluate your competencies in the following areas:
Knowledge of database management concepts, principles and methods.
Knowledge of content management and system architecture sufficient to manage database systems.
Ability to develop data dictionaries, data models and other data tools.
Skill in project management.
Knowledge of contract management sufficient to oversee requirements of IT contracts in accordance with terms, conditions, and specifications.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
To qualify for this position, you must have either:
-IT-related experience demonstrating each of these four competencies:
1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail;
2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;
3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately;
4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations;
OR
-A bachelor's or higher degree from an accredited or pre-accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.
