The primary purpose of this position is to provide expert legal counsel and services to the Air Force Installation and Mission Support Center and the PSU's.

Duties

1. Serves as the senior legal advisor to the Staff Judge Advocate, AFIMSC, for all matters relating to fiscal law and ethics. 2. Advises Staff Judge Advocate, AFIMSC/CC and other members of AFIMSC on the legal sufficiency of proposed Civil Law and Administrative Actions. 3. For the most complex legal issues affecting AFIMSC, prepares for and represents the AFIMSC and its legal interests in correspondence, meetings, negotiations, and judicial and administrative hearings, involving federal, state, and local (and overseas, foreign) officials, parties with adverse interests, and commercial entities.

  • Attorney appointments are subject to serve a one-year probationary period.
  • Candidates are not required to have active duty service or veterans’ preference to be referred and considered. All qualified candidates who meet the recruitment assessment criteria will be referred to the selecting official.

  • The employee must, within 30-days of assuming this position and by 31 October annually, thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training
  • Incumbent must be currently licensed as an attorney and counselor-at-law in a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.

  • Employee must be a graduate of a law school accredited by the American Bar Association and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory or commonwealth.

Qualifications

GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). You must provide a copy of your Law School Transcripts. In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as the date obtain is shown and reflects that it is dated within four months of the application and it shows that you are in "active" status. A copy of the Bar Card is not acceptable proof of good standing. AFI 51-101 General requirements for a GS-14 are set forth under paragraph A4.1. In addition, the attorney shall have professional legal experience in excess of three years that is commensurate with the duties and responsibilities of the position. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Graduate from an accredited law school and admission to the bar of a State or the District of Columbia. (must be active and in good standing). 2. In-depth knowledge of the Antideficiency Act, the Joint Ethics Regulation, and related statutes and court decisions, with extensive experience in interpreting them and applying the law to different factual scenarios, and in-depth knowledge of Federal, Department of Defense, and Department of the AF and Space Force Instructions (or equivalent regulatory schemes) and implementing them to prescribed duties of the position. 3. Working knowledge of DAF publication process. 4. Ability to perform legal research using electronic and traditional methods. 5. Experience and ability to gather facts and effectively evaluate and analyze them to develop evidence to support DAF positions. 6. Ability to communicate effectively both orally and in writing. 7. Experience in working with and briefing senior DAF officials. A copy of the bar card is not acceptable proof of good standing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
