The incumbent serves as Chief, Environmental Management Service (Hospital Housekeeping Officer), VA Memphis, TN. The incumbent is responsible for planning, organizing, directing, evaluating, management, and implementation of a Ievel1A facility of the Memphis VA Medical Center Main Campus, North Clinic, South Clinic, and in Jackson TN along with 8 community -based clinics (CaOCs).
Duties
The incumbent is responsible for integrating short, intermediate, and long-range planning that meet the changing dynamics of a highly active, affiliated medical center complex.
Major duties include, but are not limited to:
Incumbent serves as the advisor and consultant to top management and is responsible for implementing and maintaining a sound, effective, and efficient programs for environmental sanitation program, interior design, linen and uniform operation, waste management, integrated pest management, and recycling programs.
Incumbent's direct involvement in medical center environment of care and technical expertise, his/her judgment and point of view are solicited on a wide area of concerns regarding medical center issues and challenges.
Responsibility for making decisions and actions that have substantial impact on program objectives, goals, funding, scheduling, organizational structure and allocation of resources.
Incumbent is responsible for the comprehensive planning, direction, and coordination of the full EMS operation, as well as the evaluation of the Medical Centers Environmental Management Service programs and functions.
Serves as consultant to management, both orally and in writing, directly or through, committees (e.g., waste management and infection control, fire and safety, etc.) concerning a variety of matters related to the environmental management profession, such as changes in policies and procedures, additions or deletions to program responsibilities, etc., in order to provide management with the information needed to make effective policy decision.
Prepares appropriate action on audit recommendations (e.g., Je, IG. OSHA special audits).
Establishes and maintains an effective system of audit follow-up procedures to ensure that appropriate corrective action is taken on accepted recommendations.
Monitors the use of allocated recourses by establishing adequate controls over their use based upon VA and local regulations, pOlicies, guides.
Reviews results of inventories and. inspections of equipment assigned in order to ensure that all items are accounted for and in good working order.
Develops and maintains an effective review systems and cost comparison studies for product/equipment evaluation and testing to ensure the best value is obtained within available resources based upon information from a variety of sources such as Logistics, vendors, VACO guidelines, etc.
Keeps abreast of policies for procurement in order to meet socio-economic goals and mandates by Congressional law in ensuring we are helping VISN Acquisition meet these goals.
Develops and maintains a positive working relationship with union officials through a collaborative environment to resolve employee issues, concerns, complaints, grievances and / or other related matters within the context of the union contract, local policy and appropriate HR policies, procedures and requirements.
Reviews work activities assigned to positions in the organization and establishes and maintains position descriptions and performance standards for each allocated position in the service that accurately identify requirements and the level of performance necessary or desirable in order to ensure a system exists to accurately measure or, judge the performance of assigned employees.
Reviews recommendations from . subordinate supervisors on the performance levels of assigned employees
Decides what form of recognition is most appropriate and initiates necessary action in order to ensure high-level performance by EMS employees is recognized and rewarded.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Education:
Undergraduate Education: Major study -- chemistry or biological sciences, sanitary science or administration, institutional sanitation or administration, hospital administration, hotel administration, public administration, business administration, or other fields related to the position. (Transcripts must be submitted with application reflecting coursework, hours and grades earned and degree conferred date.)
Graduate Education: Major study -- public health or business administration with emphasis in hospital administration. (Transcripts must be submitted with application reflecting coursework, hours and grades earned and degree conferred date.)

Specialized Experience (for positions above GS-5): Experience in two or more of the following areas, or other work related to the position to be filled: Experience that demonstrated a practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and/or sterilization of surfaces and equipment. Experience in laundry and linen management. Experience in interior design management. Experience that demonstrated a knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition. Experience that demonstrated a knowledge of pest management, including alternative methods of control and the selection and application of chemicals.

Physical Requirements: The work is split between sedentary and extensive walking throughout the facility and some slight physical effort may be required. Local travel is required for review of clinics away from the main facility.
