THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a INVESTIGATIONS AND INQUIRIES SPECIALIST, Position Description Number T5231P01 and is part of the KS Joint Forces Headquarters, National Guard.

Duties

As an INVESTIGATIVE AND INQUIRIES SPECIALIST, GS-1801-11, you will serve as a specialist to the State/JFHQ IG in processing U.S. Army Inspector General Action Requests (IGARs) and U.S. Air Force Complaints in accordance with AR 20-1 and AFI 90-301 respectively, and other applicable guidance. Independently analyzes each IGAR or complaint to identify specific problem areas, appropriate action or resolution strategy to make appropriate referrals to another agency for follow-on inquiry/investigation, and provide recommendations for corrective action to the IG in accordance with applicable regulations, higher headquarters policies and procedures, and command guidance. This position has the overall goal of assisting with the correcting of injustices and errors and eliminating conditions and practices that are detrimental to the good order, discipline and moral of National Guard personnel and helping to ensure the efficiency, best interest and reputation of the National Guard (NG). Other duties as assigned. Telework: ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND PRESCRIBED "UNSCHEDULED TELEWORK" Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5 day workweek, then a 4 day workweek ( 8 nine-hour days and 1 eight-hour day and an SDO, Scheduled Day Off) to complete the 80 hour pay period. Work schedule is subject to change based on mission requirements. ADDITIONAL CONDITIONS OF EMPLOYMENT: Employee will be required to attend and successfully complete the Headquarters, Department of the Army Inspector General Course and the Secretary of the Air Force Inspector General Inspector General Training Course for Investigations and successfully complete the Department of the Army Inspector General Refresher training as required by The Inspector General of the Army, and the Air Force Worldwide Training Conferences as required for refresher training. Employee will be required to obtain and maintain a SECRET clearance. A minimum of an interim secret security clearance is required before an individual can perform any IG functions or have access to IG records. Inspector general positions are designated as noncritical sensitive. Positions requiring a higher clearance level must be designated as such in accordance with DOD 5200.2-R and validated by the Office of Personnel Management's Position Designation Tool Applicants referred for consideration will be subject to a database check against the Army Inspector General Action Request (IGARS) and the Air Force Complaints Resolution (ACTS) databases to screen for adverse information, substantiated allegations, and ongoing IG investigations. A social security number (SSN) is required to conduct the background investigation; applicants must supply their SSN when asked by the hiring authority.

Requirements

  • Irregular and overtime hours may be required to support operational requirements or contingencies.

  • Employee must have moral attributes and personal traits that demonstrate adherence to Army and Air Force Values, and the Army Civilian Corps Creed.
  • Employee must have no record of criminal punishment except for minor offenses or derogatory information contained in IG records as screened by the USAIGA and SAF-IG.
  • Position requires travel to support National Guard units statewide. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

Qualifications

GENERAL EXPERIENCE: Must be skilled in applying a wide range of complex inspection, investigation, enforcement, and/or compliance principles, concepts, and practices; analytical and evaluation methods; administrative and legal procedures. SPECIALIZED EXPERIENCE: Musthave experience equivalent to one year at the next lower-level, with knowledge of requirements of various legal jurisdictions; a broad range of advanced investigative techniques, research methodologies, and statistical and financial analyses; and business practices common to regulated entities and parties sufficient to perform duties such as to conduct inspections and investigations where significant difficulties are encountered. PHYSICAL DEMANDS: The work is primarily sedentary with walking, standing, light carrying, and personal computer operating. There are periodic requirements to travel around the installation in order to accomplish interviews of personnel. Some travel may be required to attend conferences or to travel to the MACOM/MAJCOM Headquarters to brief findings to command staff officials. The work is performed in an office setting with adequate lighting, ventilation, and environmental control.
