The primary purpose of this position is: To function as the Air Operations Manager, directing and managing the
development of the unit's operational and training flying schedule and ensuring assigned personnel are qualified and proficient
to meet combatant commander requirements for personnel recovery.
Duties
Plans, organizes, and oversees all unit level flying training.
As the squadron senior technical advisor on operations management, provides technical guidance and expertise to the
Commander.
Performs analysis activities and provides reports to higher level management.
Provides management and direction to ensure unit compliance with operational readiness requirements.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

- Shift work and emergency overtime may be required.

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
This is a Term position NTE 30Sep2026 the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of laws, regulations, policies, and precedents affecting aircraft operations. Knowledge of the theory and principles of management and organization, including administrative practices and procedures pertaining to areas of responsibility, channels of communication, delegation of authority, and routing of correspondence. Knowledge of the administrative processes and documentation requirements to manage aircraft operations and ensure aircrew readiness. Skill to apply analytical and evaluative techniques in the identification, consideration, and resolution of air operations issues or problems of a procedural or factual nature.

EDUCATION: I have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as flight operations or LL.B or J.D., if related. NOTE: You must submit copies of your official college transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: I have less than the full amount of specialized experience described in the job opportunity announcement; however, and I have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, I have a combination of experience and education. Note: You must submit a copy of official transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of all aspects of worldwide personnel recovery air operations and employment mission requirements including ground refueling, tanker and receiver air refueling, airdrop, airland and navigation for fixed wing employment.
Knowledge of all aspects of worldwide military transportation of passengers and cargo.
Knowledge of DoD, DAF, FAA, and ICAO regulations and directives and DoD, DAF and joint doctrine as they apply to air operations, compliance in aircraft operation, safety of flight and CONUS/OCONUS agency and command relationships.
Knowledge of DoD and DAF regulations and directives as they apply to managing aircraft scheduling and aircrew scheduling and training to ensure compliance with operational and training objectives.
Ability to plan, analyze, evaluate, and provide key input to aircraft movement operations in order to achieve tasked objectives while ensuring mission safety and security.
Ability to communicate effective both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
