The PT (Service Care Line Manager) is responsible for the professional and administrative management of the Whole Health (WH) System. Whole Health target all VA-eligible Veterans within the facility's geographically expansive catchment area, encompassing the Tomah main campus and its four Community Based Outpatient Clinics (CBOCs). The PT has service level oversight for the planning, developing, organizing, staffing, implementing, and evaluating a functionally comprehensive WH program.

Duties

Major duties include but not limited to: Incumbent independently plans, develops, and implements comprehensive, complex treatment programs for individual patients or groups of patients to relieve pain, restore or enhance performance, and maximize ability to function as independently as possible. Plans with patient and family/significant others a treatment regimen that includes instruction to patient/family in home program dealing with exercise, transfers, ambulation, skin care, and safety precautions. Documents evaluation, goals, patient/family education, progress, change in treatment or patient condition in medical records accurately. Incorporates knowledge of the Physical Therapy discipline, tailors patient care and/or support services to meet the needs of individual patients. Participates as necessary or when requested, in fire and emergency preparedness drills and training programs. Responsible for local policy development for the Whole Health Service, drafting and implementing policies and procedures that impact both Veteran and staff care and well-being throughout the medical center and CBOCs. Collaborates with services across the medical center and Veterans Integrated Service Network to accomplish goals and guide innovation incorporating Whole Health modalities across the continuum of care. Responsible for the professional and administrative management of the Whole Health Service. Work Schedule: Monday-Friday; 8:00am-4:30pm. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education and experience. The individual must meet at least one of the requirements below: (1) Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist. (2) Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist. (3) Doctorate degree in physical therapy. Licensure. Individuals hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia. English Language Proficiency. Individuals appointed under authority of 38 U.S.C. chapters 73 or 74, to serve in a direct patient-care capacity in VHA must be proficient in written and spoken English. See Chapter 2, section D, paragraph 5a, this part. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). All licensed PTs employed in VHA on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure that are part of the basic requirements of the occupation. Grade Determinations: GS-14 Physical Therapist (a) Experience. In addition to meeting the basic requirements, one year of progressively complex experience equivalent to the GS-13 grade level. In addition, the candidate must demonstrate all the following KSAs. (b) Demonstrated Knowledge, Skills, and Abilities 1. Advanced knowledge of evidence-based practices and clinical practice guidelines in multiple professional areas. 2. Skill in managing interpersonal relationships and conflict resolution in dealing with a diverse range of employees, discipline lead(s), and administrators. 3. Ability to translate extensive rehabilitation knowledge into local policy development. 4. Ability to effectively supervise staff by providing clinical and administrative oversight. This includes ability to manage resources, evaluate employees and assign work. 5. Ability to collaborate with strategic planning committees at local, VISN or national levels for new ventures addressing patient care delivery systems, facilities management, system reorganizations, etc. Preferred Experience: Experience in managing a clinical service line demonstrated expertise/knowledge of Whole Health system of care. Physical Requirements: Pre-placement and periodic physical examinations are required for hybrid occupations to ensure workers are placed in positions where they can perform the essential functions of their job considering their physical, mental and emotional capacities, without endangering their health or the health of their co-workers.
