This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Contracting Officers Representative (COR) for service, supply, and small construction contracts. Assists Project Manager with construction activities. makes plans, drawings, specifications, survey determinations and estimates quantities on construction projects.

Duties

Initiates the preparation of the Invitation for Bids (IFB) used in the formal advertisement of various types of contracts. Contacts low bidders to ascertain capabilities to perform contract requirements and recommends acceptance or rejection of low bid for contract award. Analyzes engineering and cost data, prepares cost estimates, recommends action on change orders and other contract modifications and purchases supplies to be provided as government-furnished materials. Works with the contracting officer to lead contractor conferences, negotiates contract modifications, and prepares minutes of meetings and necessary documentation. Makes as-builts on hired labor construction/modifications and maintains project as-builts and files. Assists in project duties involving natural disasters, including flood and levee reconnaissance, assistance to private citizens, and coordination with district elements. Monitors various types of equipment such as piezometers, weirs, and pressure-monitoring devices on dam and appurtenances. Monitors dams, rim dikes, berms, and abutments for signs of stress in accordance with the requirements of the Dam Safety Plan. Performs scheduled and unscheduled surveillance and inspection of the boundaries within the reservoir area to ensure compliance with Section 404 of the Clean Water Act. Serves as maintenance manager to ensure full implementation of Facilities and Equipment Maintenance (FEM) management program.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Pre-employment physical and annual medical surveillance is required.
  • Must be able to obtain and maintain a valid state issued drivers license.
  • Must be able to obtain a USACE Boat Operators license within 24 months of appointment.

GS-07 Specialized Experience: One year of specialized experience which includes assisting with developing technical specifications for contracts OR ordering supplies to complete a project. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). GS-08 Specialized Experience: One year of specialized experience which includes experience assisting with contract quality assurance and oversight for minor repair/maintenance contracts OR reviewing bids for needed contracts to determine contractor capabilities OR developing plans, drawings/as-builts, specifications for construction projects.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). GS-09 Specialized Experience: One year of specialized experience which includes performing contract quality assurance and oversight for repair and maintenance contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at all grade levels, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
