The primary purpose of this position is: To collect, analyze, assemble, prepare, and disseminate through a wide variety of media information which creates mutual acceptance, respect, appreciation, and cooperation between the installation and local communities and to inform the public about the mission, programs, and accomplishments of the installation.

Duties

Establishes and maintains effective relations with local communication media providing them with a variety of information on issues related to the installation's operation in the community. Establishes an interchange of ideas and issues among installation personnel, local community leaders, civic groups, etc., concerning problems that might negatively impact the installation's activities. Maintains a speaker and public appearance bureau and operates the base tour program. Establishes and maintains effective relationships with representatives of the local print and broadcast media. Assess media coverage and recommends methods and techniques for disseminating information. Provides advice and assistance to supervisor, projects officers, and commanders regarding ongoing community and media relations activities. Plans, organizes, coordinates, and implements public affairs activities related to all aspects of the base Installation Restoration Program (lRP) and environmental program as directed by the Director of Public Affairs.

  • This is a Centrally Managed Position in the 1035 Series, Public Affairs Field. DOD National Relocation Program (DNRP) is authorized.
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.
  • Performs periodic weekly 24-hour alert duty as the public affairs on-call representative to answer news media and other inquiries after duty hours.
  • Shift work may be required.
  • Recall to duty may be a requirement of this position.
  • Must be able to maintain a Secret Clearance.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Public Affairs Series 1035 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying advanced communication and analytical practices, methods and techniques to the solution of complex public affairs problems such as developing and presenting informational material to achieve understanding of various points of view or concepts from publics with varying levels of understanding and different interests and perspectives on the subjects; employing a number of information gathering techniques in collecting and analyzing public reaction to information programs; and developing recommendations for management in improving the agency's communication with the general public and specialized groups; develop new information materials including news releases, fact sheets, brochures, booklets, broadcast spots, etc., that increase communication with the agency's various publics; sufficiently provide representatives of the print and broadcast media, trade associations, and industrial representatives with timely and accurate explanations of agency policies and regulations; determine the appropriateness of elements of an internal information program recommended by higher headquarters and suggesting ways for improving future materials or adapting current materials to meet current needs more effectively. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of concepts, principles, and practices of a public affairs program to include knowledge and general understanding of Air Force and major command programs and policies related to public affairs programs. 2. Skill in written and oral communication principles and methods and techniques to conduct and coordinate public affairs for a variety of audiences. 3. Skill in gathering, evaluating, and interpreting data to identify potential problems, arrive at valid conclusions, and offer meaningful recommendations and/or resolutions. 4. Skill in working with people to maintain effective working relationships with groups interested in or affected by public affairs programs or policies. Skill in organizing and carrying out complex projects. 5. Ability to plan and develop news stories, features, and quasi-technical articles. 6. Ability to synthesize complex information and present logically, clearly, and concisely, in oral or written forms to audiences with different levels of comprehension. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
