his position is located within the Domestic and International Security (DIS) office, within the Department of Administration and Finance (A&F), Millennium Challenge Corporation (MCC). Although the position is advertised equivalent to GS-13/14, MCC uses a pay banded system to compensate employees. This position is pay band MC-4A/3B which is generally equal to GS-13/14.

Duties

Serves as primary and subject matter expert for Emergency Management (EM), Continuity of Operations (COOP), and Operations Security (OPSEC) programs. Provides technical and advisory services of all aspects of MCC's Emergency Management, Continuity of Operations and Operations Security programs, including its development, planning, implementation, operations, and evaluation. Conducts executive governance of the agency's ability to maintain a comprehensive and effective continuity capability through Continuity of Operations (COOP), and Emergency Management (EM) programs. Monitors Continuity of Government Conditions (COGCON) level changes issued by the President and FEMA notifications with regards to readiness and notifies MCC Corporate Officers/EMT of the requirements for MCC readiness. Conduct regular reviews of COOP plans based on lessons learned and changing operational environments. Develops, maintains and updates guidelines, procedures and materials, as required. Identifies and mitigates risks and shortfalls to the agency's continuity capability through innovative and collaborative testing, training, and exercises. Ensures that emergency response results and conclusions lead to a continual improvement of the emergency management program throughout MCC Conducts training sessions, workshops, and knowledge-sharing events to enhance emergency preparedness across MCC teams. Represents MCC's continuity and mission resilience functions at in-person meetings, interagency and intergovernmental teleconferences, working groups and committees. Collaborates and integrates emergency management plans programs with internal and external stakeholders as required. Performs related duties as assigned.

Requirements

  • Must be able to obtain and maintain a federal security clearance

Qualifications

To qualify for pay band 4A applicants must meet the following: Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4B (GS-12) or an equivalent level which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as: providing technical and operational support for Emergency Management, Continuity of Operations and Operations Security programs; updating, revising, drafting and preparing emergency response/preparedness documents that are required by Federal Continuity Directives; coordinating actions during emergency readiness drills and exercises and evaluating responses and preparing reports and summaries based on lessons learned; developing and conducting training on emergency response programs; and representing the organization at in-person meetings, interagency and intergovernmental teleconferences, working groups and committees. Note: This experience MUST be well documented within your resume or application. Applicants must have one year of Federal service equivalent to Pay Band 4B or GS-12 to be eligible for Pay Band 4A. Applicants must have one year of Federal service equivalent to Pay Band A or GS-13 to be eligible for Pay Band 3B.
