Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** TCF is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. The TCF career fields represent those technical fields where VA-specific knowledge and experience is required for success in the field. Individuals selected follow a formal individual development plan for two years during which they are trained and coached by a preceptor who is a subject matter expert within the career field/job specialty. Trainees must remain at the hiring grade level for a minimum of one year. Selectees will be required to sign Mobility, Training, and Continued Service Agreements. This is a developmental position leading to a GS-11, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. You will ultimately acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Works closely with systems personnel on the design of automated systems to facilitate the processing of accounting data to assure the results attained meet all accounting requirements. Reviews the work of Accounting Technicians to assure accuracy and conformity to policy and procedures, instructing them when necessary on proper methods and assigns projects to be accomplished. Plans, coordinates and performs one-time/recurring comprehensive reviews, special studies and selective internal examinations of finance and accounting functions. Assignments involve verifying reports with source documents and records, reconciling accounts, investigating to determine if transactions are in accordance with pertinent laws and regulations. Applies a professional knowledge of accounting theories, principles, practices, and automated systems. Utilizes a large body of guidelines, regulations and statutory requirements to identify such accounting problems as: inadequate maintenance of fund control, inaccurate records and reports, and lack of documentary evidence to support the performance of regulatory reconciliations Work Schedule: Monday - Friday (8:00am - 4:30pm) Recruitment & Relocation Incentives: Not authorized .

All qualification requirements must be met by the closing date of the announcement. Basic Education Requirement: To meet the basic requirement for the 0510 series, you must meet one of the following requirements described below in order to receive further consideration for the Accountant - Technical Career Field position. NOTE: Transcripts (unofficial or official) MUST be submitted with your application materials. Education cannot be credited without documentation Also, all supporting documentation MUST be submitted in order for determination to be made as to meeting the Basic Requirements. Basic Education Requirement: A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. This background includes one of the following: 1. Twenty-four semester hours in accounting or auditing courses, which can include up to 6 hours of business law; 2. A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not meet the full 24-semester hour requirement of Paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in Paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. AND GS-7 Grade Requirement: For the GS-7 level: In addition to the Basic Education Requirement, applicants must also meet one of the following to qualify at the GS-7 level: Specialized Experience: Must have one year of specialized experience equivalent to at least the GS-5 level in the federal service. Specialized experience is experience utilizing knowledge of accounting practices, methods, and techniques required to perform assignments using procedures and practices that are conventional and apply to most situations encountered; reviewing and processing accounting documents; assisting in maintaining, analyzing, and reconciling general ledgers and subsidiary legers; and assisting in preparing reports. OR Substitution of Graduate Education for Specialized Experience: One (1) full year of graduate education. To qualify for GS-0510 Accountant positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting; or a degree in a related field such as business administration, finance, or public administration. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. (Unofficial Transcripts Required) OR Combination of Graduate Education and Specialized Experience: An equivalent combination of specialized experience and graduate education as described above to meet the qualification requirements for this position. (Unofficial Transcripts Required) OR Superior Academic Achievement at the GS-7 level: (SAA) at the baccalaureate level in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.). Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following: 1. Rank in the upper one-third of your class in the college, university or major subdivision. 2. A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. 3. A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. 4. Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies.
