This position is located in Pacific West Regional Office, Interior Regions 8, 9, 10, and 12, in the Pacific West Land Resources Program Center.

Duties
GS-11 Level: This position serves as a Realty Specialist in the Land Resources Program of Interior Regions 8, 9, 10, and 12. The incumbent reports to a Supervisory Realty Specialist for the region. This is a developmental position. At this grade level, the incumbent will perform the duties ofthe full performance level position at a reduced level of responsibility and/or difficulty while receiving on-the-job training assignments or other appropriate training. The incumbent plans, organizes, and accomplishes the acquisition of real property for specifically assigned units. Assumes lead role in planning, organizing, negotiating and accomplishing acquisition projects involving a variety of stakeholders, including municipal, state, corporate, and nonprofit entities. Negotiates with state and local governments for donations and exchanges of land. Coordinates with other Federal agencies to effect transfer of jurisdiction, including preparation of all necessary custody and accountability documents.
GS-12 Level: This position serves as a Realty Specialist in the Land Resources Program of the Interior Regions 8, 9, 10, and 12. The incumbent reports to a Supervisory Realty Specialist for the region. The position provides leadership, direction, and technical guidance to less experienced Realty Specialists and serves as an authoritative source of information on topics such as land acquisition policy, program development, encroachment, condemnation, claims, titling, transfer of jurisdiction, land protection, contracting, etc. As a senior realty specialist, the incumbent is responsible for exercising discernment to solve sensitive, difficult and/or complex land acquisition problems, issues, or projects. This position will ensure consistency with all existing regulations, policies, and directives, as well as with NPS Washington Office (WASO) program direction. Assumes lead role in planning, organizing, negotiating and accomplishing complex land acquisition projects involving a variety of stakeholders, including municipal, state, corporate and non-profit entities. Negotiates with landowners in difficult and unusual cases, particularly those having exceptional economic, social and political impact upon the community or the resource.
Duties will be developmental in nature when filled below the full performance level.
Pay scale for:
Boulder City: $74,050-115,397 Per Annum
Honolulu: $75,640-117,856 Per Annum
Sacramento: $80,217-124,988 Per Annum
Seattle: $81,242-126,585 Per Annum
Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance (dates should match the dates on the SF-50s).
Qualifications
All qualifications must be met by 11:59 EST or when the 'applicant cut-off' is reached (which may be sooner than 08/14/2024).
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: knowledge of federal real estate principles and practices and regulation; the ability to manage multiple projects and assignments related to real estate activity; strong written communication skills; negotiate and collaborate with diverse set of stakeholders; gather, organize and maintain data and information related to land and land use; problem solving and analytical evaluation of options. You must include hours per week worked.

EDUCATION: Successful completion of Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. You must include transcripts.

Successful completion of a combination of education and experience as described above. The total must equal at least 100 percent to qualify. You must include transcripts.
To qualify for this position at the GS-12 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal Service (obtained in either the public or private sectors). Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience include, but are not limited to, the following: Managing a portfolio of federal real estate acquisition involving various legal, environmental and/or political challenges , procuring and reviewing due diligence necessary for real property acquisition, including title reports, environmental assessment reports as well as real estate appraisals, and determining, what, if any curative or remedial measures are necessary prior to conveyance, drafting documents required for the conveyance of real property including, but not limited to deeds, easements, offers, agreements and contracts. Ensuring successful closing of real estate transactions; providing in depth analysis, status reports and recommendations to agency management regarding best practices and methods for land protection and acquisition; or interpreting and applying laws, regulations and policies pertinent to assigned projects.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
