This position is located in the U.S. Department of Education, Office of the Under Secretary (OUS). The U.S. Department of Education is responsible for promoting student achievement, preparing for global competitiveness by fostering educational excellence and ensuring equal access. The Office of the Under Secretary coordinates policies, programs and activities related to career and technical education, adult education, postsecondary education, college grant aid and Federal Student Aid.

Duties

This work includes developing, coordinating, and maintaining all aspects of the assigned programs, exercising effective control over program resources, coordinating, and integrating management and program activities, and serving as a key advisor and consultant to senior management officials and oversight to teams in planning and carrying out the assigned programs and functions. Providing guidance to the organization’s senior leadership on the planning, development, implementation, and monitoring of special projects directly related to the agency’s priorities. Providing leadership in evaluating, assessing, and improving programs and management systems to address current and anticipated problems within the context of achieving targeted outcomes. Developing and applying new methods and techniques to better organizational effectiveness and efficiencies.  Supporting the development and administration of the Federal Student Aid (FSA) annual plan and Chief Operating Officer performance plan including performance indicators. Directing the development and implementation of policies, procedures, business processes, and new or revised system requirements resulting from new or modified organization or agency programs, systems, and initiatives. Leading programs and resources for assigned organization components to meet the goals of the organization and agency by identifying and pursuing technical and process solutions to enhance the overall efficiency of assigned programs and operations. Overseeing and directs program evaluation and quality assurance functions to ensure compliance with applicable laws, regulations, and policies and overall program effectiveness and efficiency. Partnering with the appropriate FSA senior officials to ensure that (1) operational factors are considered during policy deliberations and (2) administration priorities are considered in the FSA budget, hiring, and operational plans. Developing proposals and recommendations for new and revised programs, functions, policies, and strategies to improve the overall effectiveness and efficiency of the organization. Providing and implementing customer-oriented management services and customer-centric solutions to internal/external entities and collaborating, partnering, and coordinating across various organizations and complex stakeholder groups to define expectations, address and track issues, and achieve continuous customer improvement outcomes.

Qualifications

Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-15, if you possess the specialize experience, education, or a combination of the two.Specialized Experience for the GS-15One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience conducting review and analysis of business processes and procedures to improve efficiency; planning and developing briefings for high-level officials; designing and implementing process solutions that align processes between stakeholders. 2. Experience in reviewing program plans to comply with new and existing policies, requirements, and regulations; analyzing new or proposed regulations and legislations to under impact on business programs and designing processes to ensure programs meet regulatory and legislative requirements. 3. Experience providing guidance to leadership on evaluating, assessing, and improving programs and management systems to address current and anticipated problems within the context of achieving targeted outcomes; serving as a key advisor to management on planning and executing organization priorities. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs).
