The Administrative Officer (AO) is responsible for the administrative management of the Service with final authority resting with the Chief. The AO serves as the focal point and resource person responsible for the development, implementation, evaluation, interpretation, revision, and necessary corrective action of all applicable administrative policies, functions, activities, operations, and programs for the Integrated Veteran Care IVC/ Community Care.

Duties

Duties include but are not limited to: Coordinates activities, performs analytical trending and evaluative work associated with Community Care such as consults, authorizations, payments, scheduling, VSSC, Community Care contracts. Ensures that all contracts are developed, maintained, and implemented in accordance with Department of VA mission, regulation, and directives. Maintains confidentiality of all office matters and executes discretion in the release of all information. Develops both long and short-range policies for the Service Line including resource management; supply service and equipment procurement; personnel and workforce utilization; contract negotiation, construction and renovation; and space utilization. Manages and coordinates all administrative aspects of the Service. Analyses and evaluates the effectiveness of programs and operations in meeting established goals and objectives. Assesses programs to ensure compliance with accreditation standards, VA Directives, and other accrediting bodies and regulatory agencies while minimizing impact on direct patient care. Plans and conducts a variety of broad and complex analytical and evaluative studies at the service level such as organizational structures and management systems for the Service, human resources, space, equipment, financial resources. Prepares study reports and findings that include substantive and innovative recommendations to improve the effectiveness, efficiency, and productivity of the Service. Makes formal presentations to management officials to propose major modifications and improvements. Serves as the liaison between Human Resource Management and the Service. Assists and provides guidance to managers and employee regarding personnel management issues and assuring reasonable equity of performance standards and rating techniques across the service. Monitors recruitment actions, performance appraisals, time-and-attendance accuracy and procedures, and other personnel actions. Assists managers and staff in projecting staffing needs, writing position descriptions/functional statements, developing job analyses, preparing performance plans and appraisals, drafting disciplinary and adverse actions. Manages procurement and contracting for the Service to include initiating procurement requests, preparing statements of work, serving on acquisition team, participating in source selection process. Work Schedule: Full Time; 8:00am - 4:30pm, Monday - Friday. Telework: Ad-Hoc. Available at supervisors discretion. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: responsible for the overall flow of clinical operations in the Section, which includes analyzing and interpreting data on clinic and procedural volumes and outcomes, establishing and maintaining strategies for efficient patient throughput and assuring that the proper equipment and supplies are in place for the smooth functioning of all the cardiac laboratories and clinics; formulates, presents, executes, and analyzes the section's budget; responsible for the Equipment Inventory List (EIL) within the Cardiology area; manages procurement and contracting and is responsible for addressing the needs for resource, projected demand for services, description, and justification for his/her assigned area; acts as a liaison with the Human Resources Office concerning new positions and newly hired staff; OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: A master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR a LL.B. or J.D., if related. This education demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Note: TRANSCRIPTS MUST BE SUBMITTED WITH APPLICATION PACKAGE. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of both experience and education as shown above. Applicants with Superior Academic Achievement on their Bachelor's Degree may use all graduate level education when combining education and experience to qualify for this position. NOTE: Both the Bachelor's and Graduate Degree Transcripts must be submitted with the application package. Otherwise, ONLY Graduate education in excess of the first full year may be used to qualify applicants for positions at grades GS-9. You will be rated on the following Competencies for this position: Administration and ManagementManaging Human ResourcesOrganizational Awareness Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The position involves routine sedentary activities such as reading records, files, and references, writing documents and memoranda, and analyzing statistical, financial, and other work/organization related documents. Short turnaround times and constant changes in schedules and expectations are considered somewhat stressful.
