This position is located in Yellowstone National Park, in the Visitor and Resource Protection Division and performs a variety of nonsupervisory administrative duties that are associated with the management of fee revenue and donations collected from the public under the authority of Federal laws and regulations such as the Federal Lands Recreation Enhancement Act (FLREA).
Duties
The duties of the position include but are not limited to:
Coordinate the day-to-day business operations of a fee organization, to include the collection, deposit, tracking, and expenditure of fees and donations. Research and compile information to revise fee program planning documents. Provide training, mentorship, and coaching to others regarding the implementation of fee program policies, standards, methods, controls, and procedures. Handle specifically assigned management issues with point-of-sale systems, computer applications, and peripheral fee collection devices such as hand-held devices, tablets, and scanning devices used by the organization's fee program.
Provide advisory services to internal (e.g., staff, management) and external (e.g., commercial businesses and operators, academic institutions, public municipalities) organizations regarding routine and noncontroversial matters affecting the management of fee revenue and donations collected for specific fee types and authorities (e.g., entrance, expanded amenity, special recreation permit, special interpretive/living history, special use permit, franchise, commercial use authorization, and/or transportation).
Schedule and conduct specifically assigned audits of an organization's fee program. Track and monitor on-going audits as part of comprehensive audit program.
Develop information and/or digital content regarding the organization's fee program that requires straightforward research but still meets accessibility standards; is clear, engaging, and to the point; incorporates basic design principles; and follows all NPS graphic identity and content standards. Draft general and controlled correspondence in response to routine inquiries from the public regarding well presented aspects of the organization's fee program. Develop presentations and written communications to share fee program information with others.
Maintain effective working relationships with internal and external organizations and stakeholders such as contractors, vendors, concessionaires, cooperating associations, etc. Represent the park in community events and activities. Collaborate with non-paid staff (e.g., volunteers, interns), park partners, and stakeholders to expand the delivery of visitor services for mutual benefit. May support the implementation of partnership networks to meet park and/or fee program objectives.
Duties will be developmental in nature when filled below the full performance level.
Qualifications
All qualifications must be met by the closing date of this announcement-08/12/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-07 grade level, you must possess one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience equivalent to the GS-05 level in Federal service that is directly related to the position to be filled. Specialized experience is defined as: Completed remittance reports for monies collected; Led others involved in fee collection; Basic knowledge of financial (fee program) management concepts, principles, and practices; Administrative skills in fee program management, administration and working with technology and software used in revenue and fee management. Experience equivalent to the GS-05 may be professional work at the developmental or trainee level. Lower graded technician/assistant work alone is not qualifying for this series. You must provide hours/week and from/to dates on your resume.

EDUCATION: Successful completion of at least one full year of graduate level education in a related field such as business administration, finance, accounting or another related subject. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to perform the work of the position. You must provide transcripts that demonstrate graduate level coursework.

Superior Academic Achievement (go to this site determine if you are eligible: http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp). Successful completion of a bachelor's degree in a directly related field, as noted above, and meet one of the criteria of S.A.A:
(1) Class Standing: must be in the upper third of the graduating class in a college, university or major subdivision, such as the college of Liberal Arts or the School of Business Administration, based on completed courses; OR
(2) Grade Point Average (G.P.A.): Applicants must have a grade-point average of
(a) 3.0 or higher out of a possible 4.0 as recorded on their official transcript, or as computed based on four years of education or as computed based on courses completed during the final two year of the curriculum; or
(b) 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final two years of the curriculum; OR
(3) Election to membership in a national scholastic honor society: Membership in a freshman honor society cannot be used to meet the requirements of this provision. You must include all relevant transcripts and other documentation that demonstrates how you meet this requirement.

Successful completion of an appropriate combination of experience and education as described above. To combine education and experience first take the number of graduate level semester units and divide by 18 to get the percentage of graduate education. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must provide transcripts that demonstrate graduate level coursework.
To qualify for this position at the GS-09 grade level, you must possess one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as: Managed a recreation fee program for a park, recreation, or similar area; Developed basic programs, policies, and procedures which facilitate the work of a park, recreation, or similar fee programs; Used administrative analysis, theory, and principles in adapting practices to the unique requirements of a recreation fee program; Knowledge of financial (fee program) management concepts, principles, and practices in order to resolve moderately complex fee program planning issues; Administrative skill in fee program management and performed a variety of assignments that are secondary and supportive of the organization's recreation fee program.
Experience equivalent to the GS-07 may be professional work at the developmental or trainee level. Lower graded technician/assistant work alone is not qualifying for this series. You must provide hours/week and from/to dates on your resume.

EDUCATION: Successful completion of a master's degree or equivalent graduate degree of at least two full years of progressively higher-level graduate education leading to such a degree in a related field such as business administration, finance, accounting or other closely related subjects. Such education must demonstrate the knowledge, skills and abilities necessary to perform the work of the position. You must provide transcripts that demonstrate graduate level coursework.

Successful completion of an appropriate combination of experience and education as described above. Only graduate education in excess of 18 semester hours may be used to qualify for this grade. To combine education and experience first take the number of graduate level semester units above 18 and divide by 18 to get the percentage of graduate education. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together, the total must equal at least 100 percent to qualify. You must provide transcripts that demonstrate graduate level coursework.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
