You will serve as a MANAGEMENT ANALYST in the Directorate of Administration, Human Resources Department, Naval Hospital Beaufort of NMRTC BEAUFORT SC. This announcement uses the Expansion of Direct Hire Authority Personnel of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.

Duties

You will set priorities, advise employee of program goal and objectives, sets and adjust short-term priorities. You will give advice, counsel or instruct employees on both technical and administrative matters. You will participate in the strategic planning committee of the command for focus on manning strategies and the way ahead to ensure mission requirements are met. You will serve as the liaison representative for the command in the development and coordination of HR related personnel actions to enact personnel actions related to personnel and position requests. You will work with the security manager in review of position descriptions for identifying security levels of positions, and work with HR for updates of any discrepancies in security levels. You will provide briefs to the Total Force Management Board on personnel updates. You will be assisting with accurate accounting of authorized civilian billets assigned to the command.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Researching historical data information for staffing and recruiting to determine best approach to reach candidate resources. Coordinating personnel actions related to personnel, classification, recruitments, reassignments, awards, disciplinary actions, with customer human resource offices. Preparing comprehensive documentation such as business case analysis, cost analysis, workload indicators and justifications of in/outsourcing of workloads to analyze manning and staffing issues and make recommendations towards resolution. Monitors, reviews, and maintains command records of position in order to align changes and updates for the activity. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
  • master's or equivalent graduate degree

or

  • 2 full years of progressively higher-level graduate education leading to such a degree

or

  • LL.B. or J.D., if related
or
  • combination of experience and graduate education as described above that equates to one year of experience.
