THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a TELECOMMUNICATIONS SPECIALIST (TITLE 32), Position Description Number D1587000 and is part of the IL DCSIM, National Guard.
Duties
As a TELECOMMUNICATIONS SPECIALIST (TITLE 32)-0391-11 you will manage the frequency spectrum, radio, secure communications, and communications security (COMSEC) programs of the state National Guard.
Major Duties - This is NOT an all-inclusive list:
Interpret a variety of Department of Defense (DoD), major military component and National Guard Bureau (NGB) guidance and develops the state policy implementing higher agency policies and directives.
Interface with numerous DoD and NGB activities and command to resolve COMSEC issues and provide input on proposed changes affecting the command.
Develop and manage the command spectrum management program, which includes all aspects of bandwidth spectrum management.
Prepare, publish, and disseminate Signal Operating Instructions (SOI) using automated systems.
Report findings of COMSEC audits/inspections to NGB and the appropriate COMSEC organizations.
Manage the states non-tactical radio networks, to include High Frequency (HF), Very High Frequency (VHF), and trunked systems.
Develop plans and procedures to support emergency and/or contingency operations in support of state or national requirements.
Responsible for determining hardware distribution requirements, key distribution, and operational status of the states' secure telephone and securable facsimile assets.
Allocate and assign frequencies to supported activities within the state.
Provide guidance, and technical assistance to subordinate elements concerning SOI preparation and frequency management.
Provide guidance and assistance to activities operating radio nets and ensures operational readiness of same, to include Military Affiliated Radio System (MARS).
Manage satellite communications (SATCOM) interfaces, to include up/down links, digital to wireless integration, and satellite phones.
Qualifications
AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence:
The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
The SECOND area of consideration will be all current Federal Employees.
The THIRD area of consideration will be all Federal re-employment eligible.
The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
The FIFTH area of consideration will U.S. Citizens.
Military Grades: Officer/Warrant Officer/Enlisted - May not exceed the rank of LTC.
GENERAL EXPERIENCE: MUST possess the education, experience, or training in work primarily concerned with the movement of information between locations; information moved in the form of voice communications, such as radio or telephone (including cellular), data communications involving digital transmission between computers, computer terminals, facsimile stations, or video communications such as that used in teleconferencing; technical work of gathering materials; coordinating schedules; developing specifications and planning telecommunications programs and projects; testing equipment; providing services and software for performance acceptability; and related work connected with the acquisition, technical acceptance, installation, testing, modification, and replacement of telecommunication equipment, services, and systems
SPECIALIZED EXPERIENCE: GS-11 Level - MUST possess the specialized experience, which includes 12-months at the GS-09 level, education and training that provided knowledge of communications equipment, systems, services, and transmission media; knowledge of electronic communications concepts, principles, practices, procedures, policies, standards, and operational requirements; application of specialized communications methods and analytical techniques; technical knowledge of the operational and performance characteristics of communications equipment, automated control and network management systems, transmission media, and the relationships among component parts of telecommunications systems; and competencies in the subject matter or business processes associated with the DoD, U.S. Army, or U.S. Air Force telecommunication programs
