This position is located in the Roanoke VA Regional Office (VARO) Office of the Director, located in Roanoke, VA. The incumbent serves as Special Assistant to the Director, Assistant Director, and Regional Office management Staff. They are responsible for the coordination and support of various needs of the Regional Office with a workforce comprised of 579 employees assigned to the Roanoke VARO.
Duties
Research and identify pertinent information from input gathered for inclusion into executive office projects; projects may be of a sensitive nature.
Respond to administrative problems brought to the attention of the executive office.
Analyze data for executive office signatures or approval to ensure all correspondence conforms to policies and standards.
Independently develop replies to correspondence on matters of general nature.
Reviews, create, and handle confidential documents relating to labor-management matters.
Work closely with leadership in the preparation, delivery, and proofreading of grievance responses as needed.
Facilitate and/or participate in work groups relating to regional office labor issues and employee relations issues.
Provide administrative and technical support to Regional Office staff: receives, schedules, refers, and contacts members of the staff, agency, and persons outside the agency ranging from other government agencies to the general public.
Responsible for the suspense and control action of all approved recurring reports and other scheduled reports such as briefing reports and various special reports to VACO.
Maintain follow-ups with staff members to ensure timely conclusion where it is observed that procedural notices or instruction to the staff are required.
Establish and/or maintain the office statistical reporting and records systems
Analyze information contained in data and writes reports/recommendations including significant trends or changes that have occurred.
Compile statistical data to support background information and prepares outlines for the Director's and Assistant Director’s public speaking engagements, papers and correspondence/reports
Knowledge of Federal Travel Regulations and procedures, which includes making travel and lodging arrangements
Handles confidential information of the highest order such as security hearings, IG inquiries, FOIA requests, congressional inquiries, grants, etc
Exclusive control over the executive office appointments, with complete authority for commitments of time; screening all calls and visitors, answering most questions.

Specialized Experience:
GS-09: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-07) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience for this position is defined as: 1)examine, prepare and edit a variety of professional documents and correspondence; 2) use a variety of electronic or manual filing systems to acquire and store information to ensure compliance with due dates; 3) research a variety of sources to obtain and/or verify information; AND 4) perform work in direct support of an administration area such as human resources, budget, procurement, and purchasing.

Applicants may substitute education for experience at grade GS-09. Applicants may substitute Graduate Education to qualify for grade GS-9. Applicants may substitute education for experience with an awarded master's or equivalent graduate degree (such as an LL. B or J.D.) from an accredited college or university, or two full years (36 semester hours or 54 quarter hours) of progressively higher level graduate education leading to such a degree. This graduate degree or education must demonstrate the knowledge, skills, and abilities to do the work of this position. Applicants may combine education and experience to qualify for grade GS-09. Applicants may substitute a combination of graduate education and specialized experience to qualify for grade GS-9. If you have some, but not all, of the graduate education described above AND less than one full year of the specialized experience described above, you may qualify by combining the amount of creditable education and experience that you do have. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-9. To calculate, first identify the education you have earned beyond your first year of study as a percentage of a total of two years of study. Then identify the number of months of specialized experience you have as a percentage of 12 months. Add the two percentages. The total must equal at least 100 percent in order to be qualifying. For example, an applicant who has 27 semester hours of graduate level education (i.e, 50% of graduate education required beyond the first 18 credit hours earned) and who has 6 months of creditable specialized experience (i.e., 50% of the one year of specialized experience required) would meet 100% and thus be qualified for the position. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-9.
