This position is located in the Small Business Administration, Office of Investment and Innovation in Chicago, IL; Boston, MA; San Diego, CA; Seattle, WA; Nashville, TN; Charlotte, NC or Washington, D.C. This position independently plans, directs, monitors, reports, coordinates, and evaluates OI&T programs.
Duties
Provides leadership to OII staff and other Federal Agencies on legislation and policy around small business innovation activities including contracts, grants, and prizes.
Manages highly complex programs with nationwide reach and development of major policies that impact Agency programs.
Expert knowledge of the Small Business Act, specifically the Small Business Innovation Research chapters.
Develops plans, operating procedures, and standards to effectively organize, manage and strengthen the Agency's innovation-related programs across the country. Establishes and recommends annual plans and budgets that directly foster growth in underserved regions and communities. Establishes program metrics and evaluates activities and adjusts program activities as appropriate.
Have ongoing relationships with Agency and external parties (including other Federal Agencies, colleges and universities and private sector businesses and entrepreneurial support organizations) to discuss and implement best practices and policy or program decisions/changes.
Engages with innovation networks and implements changes that benefit the innovative startup.
Requirements

- You must successfully complete a background investigation.
- You may be required to serve a one-year probationary period.
- This is a non-bargaining unit position.
- This is not a drug testing designated position.
Qualifications
GS-15: One year of specialized experience, equivalent to the GS-14 grade level in the Federal service, obtained in either the private or public sector: Managing a program of nationwide complexity to support small innovative high-growth small businesses and startups; and experience interpreting, developing, and implementing policy based on 15 USC 638.
