This position is located in the Department of Health and Human Services, Administration for Community Living, Center for Innovation and Partnership (CIP), Office of Networking Advancement (ONA), located in Washington, District of Columbia. **This announcement will be open for 10 business days OR until the first 100 applications have been received, whichever happens first.**

Duties

Serves as a key senior analyst and advisor, providing expert advice, guidance, and support to the CIP Director on the key mission critical issues, initiatives, and agency functions. Coordinates policy and strategic initiatives on sensitive issues of great concern to the Director and the Administration. Identifies strategic opportunities and recommends creative ways to promote innovation and build consensus for a long-term vision of the future for key programs. Reviews recommended actions and ensures that all points of view and all program interests are developed for consideration. Oversees the implementation of key strategic policy priorities and initiatives, offering leadership acumen and demonstrating the ability to work with staff on all levels on serious and usually sensitive matters. Identifies deficiencies and corrects them to resolve conflicts and problems as they arise. Provides guidance on the implications of proposed, new, or revised policies, regulations, and legislative proposals. Ensures that the Director is aware of and approves all proposed actions or decisions affecting the organization and encourages consultation and communications throughout the ACL to ensure collaboration and understanding of key issues. Works with the HHS Office of the National Coordinator for Health Information Technology, CMS, and other stakeholders on Health IT initiatives that have a potential impact on older adults and persons with disabilities. Works with CPE and other ACL components to track policy and program trends and emerging issues related to integrated care. Inform ACL's ongoing program and policy development and evaluation work as the transformations in health and long-terms services and supports continue to evolve.

Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. Specialized Experience:GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (5) duties listed below: Directing, coordinating, and/or overseeing program management, internal operations and work assignments. Applying expertise in aging and disability services, Medicare and Medicare programs and policies including but not limited to access and financing of home and community-based services and supports. Overseeing and coordinating collaborative projects involving analysis of complex problems and opportunities to improve and modernize aging, disability and/or health programs for older adults and people with disabilities. Collaborating and communicating effectively with internal and external stakeholders to advance access to services and alignment of health and social care. Planning and implementing innovative initiatives that align health and social care and advance access to community-based services and supports through technology, infrastructure and payment.
