THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a MATERIAL EXAMINER AND IDENTIFIER, Position Description Number D1902000 and is part of the HI USPFO, National Guard.

Duties
SUMMARY OF DUTIES: The purpose of this position is to identify, examine and classify materiel and equipment and make final determinations on acceptance and disposition of standardized and complex equipment and materiel using shipping documents, contracts, catalogs, drawings, and related documents.
Performs the full range of examining and identifying duties for the most complex categories of materiel and equipment, including electronic, mechanical, perishable, radioactive, and assemblies and components.
Receives or rejects materiel, equipment, including non-standard equipment, and complex assemblies for the facility based on their knowledge of products, equipment, and procedures as well as having the ability to determine subtle and inconspicuous defects.
Determines acceptance, service ability and distribution requirements for perishable, classified, precious metals, textiles, clothing, complex electronic/mechanical equipment, assemblies and components.
Packs, cushions, apply preservatives and protect property as appropriate; ensures packaging meets regulatory requirements.
May serve as a member of the USPFO Emergency Response Team.
Assures adherence to storage compatibility and determines the need for special handling/storage of certain property (e.g. friable asbestos, PCB's, batteries, pesticides, etc.).
Performs a full range of warehousing activities to include receiving, inspecting for defects, storing, selecting and shipping general or specialized bulk and bin materials and equipment.
Performs other duties as assigned.

Requirements

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.

- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.

Qualifications

GENERAL EXPERIENCE: Experience or training which demonstrates the ability to distinguish between closely related or similar items, ability to follow procedures, ability to sort materials by type, and skill in the use of hand tools.
SPECIALIZED EXPERIENCE: Must have at least 12 months of experience or training identifying and sorting a variety of complex materials and equipment. Experience receiving materials and equipment, recording, and placing items in proper storage areas. Experience preparing all items for shipment using appropriate agency instructions. Expert knowledge of specialized handling, storing, disposal, and safety procedures related to hazardous materials to ensure adherence to governing regulatory guidance, policies, and procedures. Experience in mathematical equations. Experience interpreting and using Federal Supply Catalogs, military and manufacturing catalogs, and technical and agency manuals. Experience using and operating forklifts and motor vehicles.
CONDITIONS OF EMPLOYMENT:
1. Must be able to obtain and maintain the appropriate security clearance of the position.
2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

4. May occasionally be required to work other than normal duty hours; overtime may be required.

PHYSICAL EFFORT: Performs moderate to heavy lifting when moving material by hand or hand-truck. May lift or carry items that weigh up to 40 pounds. Heavier items are moved with weight handling equipment or with assistance from other workers. Performs work that requires the incumbent to bend, stoop and work in tiring and uncomfortable positions. Performs work requiring the incumbent to walk and stand for prolonged periods of time.
WORKING CONDITIONS: Work is performed inside and outside in areas that are hot, cold, damp, drafty or poorly lighted. May work in inclement weather in open areas such as docks or outside storage. The work may be dirty, dusty, and greasy. Frequently exposed to the possibility of cuts, scrapes, and bruises, falls from ladders, or injury from materiel handling equipment. Wears protective clothing and equipment such as rubber gloves, goggles, face shields, safety shoes, protective headgear and face masks. May be required to travel to hazardous material generator sites on short notice to assist in packaging, manifesting, or spill containment.
OTHER REQUIREMENTS:
For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
For positions requiring a security clearance (Secret or Top Secret), the applicant must possess or be able to obtain a clearance within one year of appointment.
MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709.
NOTES TO CANDIDATES:
a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor.
b. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.
c. In addition to your application, documents of last performance appraisal, past civilian performance, letter of recommendations, and or military performance may be submitted.
