Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Analyzing and evaluating, on a quantitative or qualitative basis, the effectiveness of program operations in meeting established goals and objectives. Researching new or improved business and management practices for application to programs and/or operations (program management). Identifying, analyzing, and recommending strategies that measure and improve programmatic processes, productivity and efficiency. Skill in written and oral communications with an ability to prepare and present papers and reports and to deliver briefings. Specifically you will be evaluated on the following competencies: 1. Qualitative/Quantitative Analysis - Examines and evaluates data to manage and achieve results. 2. Organizational Awareness - Knows the organization's mission and functions, and how its social, political, and technological systems work and operate effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization. 3. Problem Solving - Identifies and analyzes problems; weighs relevance and accuracy of information; seeks/generates and evaluates alternative perspectives/solutions; makes timely/effective recommendations, based on potential implications of findings or conclusions. Critically evaluates to identify the causes of problems and choose courses of action that balance the interests of the mission and stakeholders. 4. Program Planning, Review and Evaluation - Continuing analyses of program effectiveness, efficiency, cost effectiveness, schedule adherence, and measurement of program accomplishment and results. 5. Management Analysis - Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization.
