Vacancies will be filled in the following specialty areas:
Office of Service wide Policy, Directives and Electronic Resources (SPDER)
The following are the duties of this position at the full working level:
Reviews and assesses areas of program operations, office guidelines, procedures, systems, and resource allocations, as well as work outcomes and products. Conducts analyses of project data, work products and activities, requirements, and impact; identifies trends and system failures; and determines specific problem areas and underlying causes. Develops and recommends solutions and modifications to correct deficiencies, including proposals for policy, programmatic, and procedural changes. Collaborates with management and staff as needed to implement initiatives to ensure the timeliness, quality, and overall effectiveness of program operations.
Provides support to supervisor, team leader, analysts, project leaders, or project support personnel in the areas of, but not limited to, project and program management, budget execution, contract administration and strategic communications planning/execution.
Works with management and makes recommendations to define the overall goals and objectives of the project. Independently prepares action plans and schedules within the parameters provided for various phases of project accomplishment, both short and long-range. Ensures plans are consistent with program and organizational goals, schedules, and policies.
The employee plans, organizes and carries through to completion substantive analytical studies or projects to identify and resolve problems and improve effectiveness of work operations (program or program support) in several locations or organizations. The work involves gathering information, identifying and analyzing issues, and developing recommendations to resolve substantive problems of effectiveness and efficiency of work operations in a program or program support setting. The issues, problems or concepts are not always susceptible to direct observation and analysis.
Establishes a system to review, control, and report on project status. Develops and maintains a local tracking process to ensure that work items are accomplished in accordance with established guidelines. Monitors project status and adjusts work plans for project accomplishment.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-12 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes demonstrated accomplishment of evaluative and analytical methods to identify and measure accomplishments and progress, revise methods and develop new approaches to information gathering; knowledge of project management techniques to plan, schedule, and conduct projects; mission, organization, work processes and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations. Your experience must include oral communication techniques to present findings and negotiate solutions.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time.
