You will serve as a PLANS & POLICY OFFICER in the Tactics Development Branch (N5) within the Naval Surface and Mine Warfighting Development Center Detachment Surface Advanced Warfighting School (SAWS) of NAVSURFMINEWARDEVCEN DET SAN DIEGO.
Duties
You will serve as the Supervisor for Doctrine and Plans (N5) and as such is an advisor and consultant to the Director (O-6), Branch Head (O-5) and Executive Director in the absence of the branch head.
You will provide coordination, technical direction, assistance, and review to the N5 divisions’ plans and policy development and products to include Tactics, Techniques and Procedures (TTP) development and modernization.
You will be developing courses of action to distribute workloads within the branch; assigning and tracking of tasking; managing manpower, and ensuring military and civilian personnel requirements are met
You will manage the activities of military and civilian personnel nominally to include: (4) O-4, (2)O-3, (1) GS-13, and (5) GS-12.
You will plan work, sets priorities and schedules work as necessary to assure effective and expeditious accomplishment of priority work without adverse affection regular and recurring work.
You will develop performance standards and evaluates employee performance.
You will take disciplinary measures such as warnings and reprimands and recommends more serious disciplinary measure to higher supervision.

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a current valid United States driver’s license.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing teams in the areas of research, analysis and evaluation of strategic policy and future capabilities of Naval Surface Warfare development to aid in the development of tactical training, doctrine and guidance.
