The primary purpose of this position is to serve as a developmental logistics management specialist in support of acquisition phases of assigned systems, programs, or major equipment. This is a developmental position in a career ladder.
Duties
This position is a developmental GS-07 Target GS-12 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. The following duties are for the full-performance level at the GS-12.
Duties:
Serves as the focal point for planning, management, and coordination of life cycle logistics support for a major weapon system or subsystem.
Manages, monitors, evaluates, and coordinates ILS plan implementation.
Serves as the senior technical advisor on contracts.
Serves as the senior representative and spokesperson in communicating program matters.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE for GS-07: One year (52 weeks) of specialized experience which is equivalent to Federal experience at the next lower grade (GS-05) level or equivalent (grade level, pay schedule, pay band, etc) and is described in detail in my resume. An example of creditable specialized experience includes: knowledge of agency program planning, funding, and management information systems; broad knowledge of the organization and functions of activities involved in providing logistical support; ability to coordinate and evaluate the efforts of functional specialists.

EDUCATION: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. SPECIALIZED EXPERIENCE for GS-09: One year (52 weeks) of specialized experience at the next lower grade (GS-07), level, or equivalent (pay schedule, pay band, etc). Specialized experience is described as: knowledge of the basic principles, concepts, and methodology used in logistics management specialist; skill in applying basic principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments; ability to gather and analyze basic facts and draw conclusions; ability to learn the operation of automated data systems.

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or L.L.B or J.D , if related that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. SPECIALIZED EXPERIENCE for GS-11: One year (52 weeks) of specialized experience at the next lower grade (GS-09), level, or equivalent (pay schedule, pay band, etc). Specialized experience is described as: knowledge of the principles, concepts, and theories of logistics management specialist, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-presented assignments; knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives; knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly; skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments; ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in an appropriate manner with peers and management.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. SPECIALIZED EXPERIENCE for GS-12: One year (52 weeks) of specialized experience which includes experience e at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes developing and implementing logistics policy, and/or functioning as part of a logistics management operation providing support to a specific mission, weapon system, or other program.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-5 level is required to meet the time-in-grade requirements for the GS-7 level. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of basic principles of the logistics management specialist or related field.
2. Skill in communicating factual and procedural information clearly, orally and in writing.
3. Ability to learn basic techniques of the classified title.
4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
5. Ability to plan and organize work, and consult effectively with co-workers.
PART- TIME OR UNPAID EXPERIENCE:
Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
