This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The incumbent is responsible for the on-site inspection, maintenance and repair of electrical and electronic equipment and facilities, electrical and electronic features of structures and mechanical equipment.

Duties

Conducts periodic inspections of electrical equipment. Reads and understands electrical, electronic, and mechanical drawings including schematics, connection and flow diagrams. Inspects, tests, installs, repairs and maintains all types of electrical equipment in the powerplant and equipment directly related to the power plant operations. Performs power, metering, and control switchyard installation and wiring Performs trouble shooting on power and control circuits and equipment. Works from blueprints or from sketches showing any changes or additions made and makes sketches of special test hookups Assembles and constructs testing equipment such as resistor banks, test-benches, etc., for routine and special tests.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is covered by the Civilian Drug Abuse Testing Program. Incumbent is required to sign a DA Form 5019-R "Condition of Employment for Certain Civilian Positions Identified as Critical under the Drug Abuse Testing Program".
  • Position requires a pre-employment physical exam due to the physical requirements of the position.
  • Position requires a valid State motor vehicle operator's license prior to appointment and maintain the license for the duration of employment.
  • Verifiable credentials to perform electrical work required.
  • Credentials may be State, National, or Local certifications or licenses that Master or Journeyman Electrician may hold.
  • USACE and/or other Government designated electricians having attained Journeyman Level qualification via completion of USACE/Government-sponsored electrical training programs are considered to be in compliance with this requirement.

Qualifications

Who May Apply: US Citizens Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Power Plant Electrician A ~ without more than normal supervision. 1) Conducts inspections on a routine and non-routine basis ascertaining that equipment is functioning properly and establishing needs for repair; 2) troubleshoots and diagnoses electrical equipment failures for necessary repairs and/or installation of equipment for the correction of outages and improper operation and 3) operates and tests equipment manually when it is dismantled and reassembled. - Failure to meet this Screen out Element will result in an ineligible rating. PHYSICAL EFFORT: Work tasks require that the incumbent be capable of rapid simultaneous mental and muscular coordination in conjunction with eye and hand coordination to operate switches and controls in accordance with meter indications. In order to perform the maintenance, inspection and operation of power station equipment the incumbent will lift, carry, and heave objects 45 pounds and over, climb and reach above the shoulders, stand, sit, crawl and kneel for prolonged periods of time and performs repeated bending. The incumbent must be able to utilize the power plant communication's system and to do so hearing and speech is necessary. In order that color codes be recognized the incumbent must have correctable vision and the ability to distinguish basic shades of colors. Operation of cranes, pickups and other motor vehicles is required. WORKING CONDITIONS: Work is performed primarily inside the power plant, often in close quarters and in cramped positions. Work with and around high voltage currents, subject to electrical shock with possibly lethal results. Is subject to cuts, burns, bruises from working with electrical hand and power tools. Constant noise and vibration of generating equipment makes concentration extremely difficult. Occasionally exposed to hot and cold temperatures when working outdoors in switchyards, intake structures and spillways and outside electrical distribution systems.
