THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a DETAILED INSPECTOR GENERAL (T5), PD# T5233P01 (GS-12) and is part of the RI Joint Force Headquarters. If the selected applicant does not qualify for the full potential grade, candidate may be brought on in a developmental grade of GS-09 (PD# T5232P01) or GS-11, (PD# T5231P01) and may be promoted without further competition upon completion of one year at the lower grade.
Duties
Position serves as staff action officer and confidential representative within the State/Joint Force Headquarters (JFHQ), Inspector General (IG) Office. The purpose of this position is to report to the State/JFHQ IG on discipline, efficiency, morale, economy, training, and readiness of the RI National Guard.
Provides assistance to Soldiers, Airmen, and their family members on a wide range of issues and subjects. Participates in DOD/DA/DAF State inspections, inquiries, and investigations to perform review, analysis, evaluation, staffing and coordination. During on-site visit, conducts interviews and data gathering assignments in the administrative and management areas. Analyzes assigned area to identify procedural deficiencies and compliance with regulatory procedures. Explains Army systems, procedures and processes as they relate to problem areas to improve operations and accomplish command objectives.
Performs other additional duties as assigned.
Requirements
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Must be a citizen of the United States by birth or naturalization.
- Must be able to obtain and maintain a Secret Security Clearance. A minimum of an interim secret security clearance is required before an individual can perform any IG functions or have access to IG records.
- Positions requiring a higher clearance level must be designated as such in accordance with DOD 5200.2-R and validated by the Office of Personnel Management’s Position Designation Tool.
- Must have moral attributes and personal traits that demonstrate adherence to Army and Air Force Values, and the Army Civilian Corps Creed.
- Must have no record of criminal punishment except for minor offenses or derogatory information contained in IG records as screened by the USAIGA and SAF-IG.
- Required to complete the Headquarters, Department of the Army Inspector General Course and the Secretary of the Air Force Inspector General Inspector General Training Course for Investigations.
- Must complete the Department of the Army Inspector General Refresher training required by The Inspector General of the Army, and the Air Force Worldwide Training Conferences required for refresher training.
- Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies.
- Position requires travel to support National Guard units statewide. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
- This position is designated as Essential Personnel and may be subject to duty in response to a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved by the TAG.
- Applicants referred will be subject to a database check against the Army Inspector General Action Request and the Air Force Complaints Resolution databases to screen for adverse information and ongoing IG investigations.
Qualifications
SPECIALIZED EXPERIENCE
GS-12 Requirement: 1 year experience equivalent to at least the next lower grade level (GS-11).
GS-11 Requirement: 1 year experience equivalent to at least the next lower grade level (GS-09), or education.
GS-09 Requirement: 1 year experience equivalent to at least the next lower grade level (GS-07), or education.
Education
If you are using Education to qualify for this position,
GS-09: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. / J.D., if related.
GS-11: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
GS-12: Education cannot be used as a substitution for experience at this grade/level.
