This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Risk Manager (RM), Project Manager (PM), and as a Technical Manager in the Planning, Programs and Project Management Division (PPPMD) of the Seattle District of the U.S. Army Corps of Engineers (USACE).

Duties

Serve as the Risk Manager for the MEGA projects (In excess of $100 million) and other projects within the district. Manage and direct the accomplishment of the investigating, planning, scope development design, and construction of major projects for assigned program areas through a matrix management process. Serve as a Technical Manager on design and engineering projects for a wide variety of facilities and systems, which include design studies. Implement corporate decisions, guidance laws, regulations, and policy in the development of the project and intermediate products in support of the project. Serve as the technical liaison to Corporate Board members, to Facility Engineering Groups, to Project Review Boards, and to similar associations of senior engineers and executives.

Degree: Bachelor's degree (or higher degree) in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. OR B. Degree and Work Experience OR Combination of Education and Experience: Please see Occupational Assessment to view all combinations. Basic Requirement for Landscape Architect: A. Degree: Bachelor's degree (or higher degree) in landscape architecture or landscape design. OR B. Combination of Education and Experience: For each year short of graduation, the applicant must have had one year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of Education and Experience: Education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting one of the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes ALL of the following: 1) performing risk assessments; 2) reducing project risk; AND 3) providing construction project management support. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
