The primary purpose of this position is to perform duties as the senior civilian pay technician and primary point of contact for all civilian pay issues, and transactions. Responsible for resolving difficult complex actions, developing and revising local procedures, and providing liaison functions between base organizations and the Defense Finance and Accounting Service (DFAS).
Duties
As the senior technician, monitors, reviews or initiates complex transactions where guidelines lack specificity to requirements, circumstances, or problems, and/or frequently change.
Audits pay and leave accounts to identify and correct delinquent and/or erroneous personnel actions or timekeeping errors.
Performs significant ancillary duties in support of the payroll function.
Provides customer service to include difficult customer complaints and technical civ pay inquires.
Performs reconciliations, balancing, and auditing of receipts and disbursements in a large number of categories using Central Disbursing System (CDS).

- This is a Financial Management Level 1 Certified position IA W the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the req. of this certification program.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, GS 0544.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes in-depth knowledge of current and prior civilian pay procedures, regulations, laws, and applicable Comptroller General Decisions to resolve complicated pay problems and/or to research or investigate problems or errors that require reconciling and reconstructing incomplete information, conducting extensive and exhaustive searches for required information. Knowledge of related financial regulations and rulings covering diverse types of transactions to typically function as a (TA) technical authority for the resolution of an extensive range of issues or problems.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a body of complicated civilian pay and leave rules, regulations, laws, allowances, and procedures; and the data system(s) used to support civilian pay actions.
2. Knowledge of a variety of accounting and budget functional areas and their relationships to other functions to research or investigate problems or errors that require reconciling and reconstructing incomplete information.
3. Knowledge and skill to compile, research, reconcile, and record financial data, analyze payroll records and reports, and take corrective action.
4. Knowledge and skill in providing prompt and courteous customer service.
5. Skill and ability to communicate orally and in writing, to present and/or advise on processes/actions.
6. Knowledge, skill and ability to operate a calculator and/or spreadsheet to accomplish/perform arithmetic computations common to payroll functions. Knowledge of wide range of DOD Financial Regulations and disbursing procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
