This GS-14 Program Manager serves as the Associate Director for Pharmacy Customer Care (PCC) department within VHA Member Services and is responsible for managing and coordinating a dynamic and mission critical program within the VA Pharmacy Services. The incumbent also provides supervision, development, implementation, integration, standardization and maintenance of the PCC business line, which performs critical pharmacy care for Veterans served in subscribed VISN's.

Duties

Major Duties Include (but are not limited to): Determines employee performance standards and key performance indicators for a department; Performs and oversees in-depth research, analyzes operating contingencies and special situations, and assists subordinates in developing process solutions; Develops proposals that require detailed research, analysis of agency requirements, potential impact on customers, development of cost-benefit analyses, and related departmental efforts; Evaluates agency-wide programs against short and long-range objectives; Performs consulting activities with program officials at the national level and subject matter experts (SME's) to report technical issues, document existing business processes, inform functional requirements, and process flows; Oversees and develops proposals and/or plans related to the implementation of new or modified programs or projects; Possesses project management skills sufficient to guide subordinates, oversee project tasks, and ensure business line projects deliver the intended results; Develops proposals that include staffing projections, roll out plans, proposals for new services, recommendations for automation of certain functions, and related departmental activities; and Provides management with technical interpretations of agency regulations, policies and procedures when the issued involved are new, highly controversial precedent settings, and may have major national implications. Promotion Potential: This GS-14 position is being announced at the full performance level. Work Schedule: M-F, 8 hour shift between 6AM-5:30PM (TBD by Supervisor) Telework: Available. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/05/2024. Time-In-Grade Requirement (GS-14): Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For this GS-14 position, you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Please ensure you submit your most recent SF50. Please Note: Time-In-Grade requirements also apply to former VA employees applying for reinstatement with CTAP eligibility. You may qualify based on your Specialized Experience as described below. Specialized Experience (GS-14): You must have one year of Specialized Experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Examples of Specialized Experience include (but are not limited to): 1) Provides guidance to subordinate staff for accomplishing work and resolves procedural issues without the involvement of higher-level supervision 2) Oversees the planning and distribution of work, balancing of workloads, keeps track of the status and progress of work, estimates and reports completion of work, provides instruction and guidance to subordinate employees, and negotiates issue resolution with applicable union(s) 3) Exercises full supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised 4) Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of agency operations in meeting the established goals and objectives 5) Oversees, investigates, and analyzes adverse quality trends or conditions, and initiates corrective action 6) Identifies, coordinates, and resolves extremely complex organizational, customer service, and system infrastructure problems 7) Facilitates to ensure oversight for the implementation of procedures in areas of short and long-range strategic planning, development, and deployment You will be rated on the following Competencies for this position: Ability to Lead or SuperviseAnalysis and Problem SolvingPlanning and EvaluatingQuality Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Part-time experience will be credited on the basis of time actually spent in appropriate activities.
