This Supervisory Diagnostic Radiologic Technologist (Assistant Chief Technologist) is assigned to the Bay Pines VA Healthcare System, Radiology Service within the Lee County Healthcare Center. This is a general medical and surgical facility, providing a full range of patient care services, with state-of-the-art technology as well as education and limited research.
Duties
The position is restricted to those serving as the Supervisory DRT (Assistant Chief Technologist) at medical facilities with comprehensive and complex radiographic and imaging programs. Employees in these assignments plan and direct the radiologic technology program at active, affiliated medical centers or outpatient clinics, and have full supervisory responsibility for a large staff of supervisory DRT's and nonsupervisory personnel, including GS-10 DRTs, at least 1 subordinate team leader or supervisor at the next lower grade level, and any clerical or administrative support staff. At this level, the radiologic technology program typically includes the full variety of specialties.
Duties of the Supervisory DRT (Assistant Chief Technologist) of the cross-sectional program include, but not limited to the following:
Must have and maintain a full understanding of all procedures and examinations in hospitals or clinics under the direction of radiologists and other medical officers.
Through subordinate supervisors, assists and oversees plans and development activities of the Radiology Service to assure optimum patient care, quality control, and the economically efficient performance of all activities.
Technologist meets the requirements set forth in See VA Handbook 5005, Part II, Appendix G-25 maintaining certification provided by the American Registry of Radiologic Technology, to perform Radiographic examinations.
Responsible for administrative duties pertinent to the Radiology Service and to the VA Medical Center.
Must maintain complete and thorough working knowledge of all functions of the Radiology Service.
Oversees and supports departmental monitors and evaluations, as well as overseeing the design and fostering of approaches to continuously improve the quality of the interdepartmental activities.
Prepares the Radiology Service for the Joint Commission on Accreditation of Healthcare Inspection (JCAH) and maintains all JCAH requirements.
Updates and revises all JCAH Radiology booklets and the departments' policy and procedural manual.
Develops administrative and operational plans when necessary to meet challenges, deadlines, priorities, and increased productivity to improve the flow of work in Services based on analysis of such factors as manpower, equipment utilized, workload, available examination of facilities, and personnel required for various examinations which require controls and records and coordination with other professional services.
Performs annual performance appraisals for subordinate supervisors.
Oversees and makes recommendations to the supervisory DRTs for employee's reassignments, awards, and disciplinary actions.
Approves all subordinate supervisors' personnel's overtime requests and approves/disapproves leave scheduled requests.
Provides instruction and solutions to difficult problems that arise in all areas of Radiology Service.
Must be able to give guidance in expeditious flow of productivity in all sections of the Radiology Service.
Receives formal grievances, resolving those that can be resolved at a supervisory level. Takes disciplinary action as deemed necessary and proposes to a higher authority a specific disciplinary action consistent with the facts.
Implement provisions of hospital wide programs in Equal Opportunity and employee management relations to assure equal treatment of all employees. Supports equal employment opportunities for all affirmative action, effectively used incentive awards to promote and recognize employees.
Provides training plans for assigned employees, conducts informal training to broaden employee skills and to provide backup skills by cross-training; recommends more formal training when need is apparent and officially recommends employees for formal training courses.
Interviews prospective new technical personnel and makes recommendations as to hiring.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
Education: Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from other accrediting agencies as recognized by the Department of Education (DOE) is required.
Certification: All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R).
Grade Determinations:
Experience. Candidates must have at least one year of experience equivalent to the next lower grade level (GS-10) directly related o the position being filled that demonstrates the clinical competencies needed to provide services as a quality control technologist, DRT team leader, supervisory radiologic technologist, PACS technologist, clinical program director, or an assistant chief radiologic technologist.
Employees at the GS-10 grade level are trained to work in one or more difficult and complex modalities performing procedures related to these modalities as well as performing general diagnostic procedures. At this grade level, any assignment in a single modality must demonstrate significant complexity. Such assignments are unique, perhaps with expert specialization in complex areas of radiologic technology, Mammography Quality Standards Act (MQSA) regulations, and intermediate QM type duties within the program. Additionally, the knowledge, skills, and abilities at the GS-10 grade include:
Knowledge of radiation protection standards, devices and techniques, including concepts of accumulated dosage, dose monitoring, and genetic changes.
Ability to utilize advanced imaging software that supports complex imaging programs and recognize changes in equipment and procedures that might result in increased exposures, and ability to recommend methods to prevent such exposures.
Knowledge of basic physics including concepts of energy, electric power, magnetic fields, and properties of x-ray, to understand the operation of the equipment.
Knowledge and skill in positioning of patients for a wide variety of highly complex imaging (CT, MRI, IR, ultrasound, mammography) studies.
Demonstrated Knowledge, Skills, and Abilities: In addition to the experience listed above, the candidate must demonstrate all of the following technical KSAs and demonstrate the potential to acquire the assignment-specific KSAs designated by an asterisk (*):
Knowledge of overall radiology department operations, and the ability to judge effectiveness of the operation.
*Ability to monitor and evaluate subordinate supervisor's performance.
*Ability to formulate plans, delegate authority, and follow-up on delegated tasks.
Knowledge of new and recent developments in the field.
