National Defense University (NDU) supports the joint warfighter by providing rigorous Joint Professional Military Education to members of the U.S. Armed Forces and select others in order to develop leaders who have the ability to operate and creatively think in an unpredictable and complex world.
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense.
Duties
Responsible for all aspects of personnel management and supervise all aspects of the administration for the Health and Fitness Directorate (HFD) office. Develops and writes HFD policies.
Makes annual multiyear or long-range plans, manages resources, contracting, procurement, budget and equipment resources and implementation of program and functions for the HFD office.
Conducts both short and long-range planning for coordination and management to maintain program dynamics and evolving technologies in support of the National Defense University (NDU) strategic plan.
Conducts education via briefings, seminars and/or workshops with particular emphasis on the Physical, Emotional, Mental, Spiritual and Social Domains as it relates to enhanced health and human performance.
Conducts human performance consultations to include cardiovascular, strength, power, agility, flexibility, nutrition and cognitive performance to the NDU community. Oversees the maintenance and operation of two fitness centers and equipment.
Establishes relationships with Department of Defense (DoD), research labs, universities and other partnering organizations to facilitate research and sharing lessons learned. Performs other duties as assigned.

- Financial Disclosure: In accordance with the Ethics in Government Act 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report upon appointment and will be required to file annually.
Qualifications
Basic Requirement: This position has an Individual Occupational Requirement. To meet minimum qualifications for the position, applicants must possess
Bachelor's or graduate/higher level degree; major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.
In addition to meeting the basic requirement for the position, qualified applicants must possess: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-14 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience is defined as: experience evaluating health/human performance and dietetics/nutrition; developing policies and procedures; developing educational programs; and managing budget and multi-discipline staff.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
