The Health Administrative Specialist on Duty (HOD) is a facility-wide position, located in the Office of the Chief, Health Administration Service (HAS), Business Office (BO), Medical Administration Service (MAS), or similarly named and organized service; The position has both the authority and responsibility to represent both the Medical Center Director and the Chief of HAS on all administrative matters occurring when assigned to other than a normal tour of duty.
Duties
Duties for a Medical Administration Specialist include but not limited to:
Delegated full authority of the Chief, HAS for non-clinical administrative activities occurring during irregular tours.
Interprets VA rules and regulations relating to determining legal entitlement to benefits relating to hospital admission; nursing home, dental, domiciliary, Community Care (outside VA), and outpatient care; dental treatment, prosthetic appliances, patient transfer, and beneficiary travel.
Provides administrative authority, guidance, and decision making to Medical Officer of the Day (MOD), Nursing Officer of the Day (NOD), and other similarly named Nurse and Medical positions in charge after hours, and all other clinical staff concerning administrative matters necessary for operation of the medical center during other than normal tours.
Assists in responding to emergencies, determines priorities and nature of action to be taken.
Coordinates non-routine contacts received at the medical center after regular operating hours.
Maintains good public and media relations as instructed and trained by the Public Affairs Officer until the designated employee arrives.
Acts as an advisory resource to all personnel assigned to other than normal tours of duty, such as medical clerks, telephone operators, file room personnel, admitting and clinic clerks and Contact Representatives.
Has the authority to coordinate patient referrals and transfers to and from the medical center from VA and non-VA medical facilities, including the necessary transportation arrangements.
Prepares daily Gains and Losses Sheet and other related statistical reports.
Ensures that check-in processes are properly recorded in the EDIS Software for the Emergency Department, and that dispositions occur timely.
Facilitates urgent transportation for Veterans as needed, to include flights for VA organ transplant candidates being sent out of state.
Maintains Seriously Ill roster, notifying next-of-kin, as appropriate.
Coordinates lodging required for eligible Veterans or family through local procedure that may include a Fisher House or other like facility.
Monitors fire system, refrigerator temperature alarms, fire alarms, and intrusion alarms and codes.
Conducts analytical studies on operational processes, issue topics, or related special projects as assigned.
Performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Sunday through Thursday 12:00am-8:00am

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/08/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position, you must have served 52 weeks at the GS-05. For a GS-9 position, you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-7:
Specialized Experience: You must have one year of specialized experience equivalent to at least the GS-5 equipped with the knowledge, skills, and abilities needed to successfully perform the duties of this position and that is typically in and/or related to the position being filled. Specialized experience includes but is not limited to providing support and oversight of revenue cycle process pertaining to intake process, co-payments, insurance, coding, billing, accounts receivable, and utilization review. Planning, directing, and implementation of clinical patient services and various training activities while contributing to the development and effect of health administration programs. Developing and reviewing performance standards and evaluating work performance of assigned staff. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a 1 full year of graduate level education or superior academic achievement (TRANSCRIPTS REQUIRED). S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
(1) Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
(2) Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2years of the curriculum.
(3) Election to membership in a national scholastic honor society. OR,
Combination: Applicants may also combine education and experience to qualify at this level.
GS-9:
Specialized Experience: You must have one year of specialized experience equivalent to at least the GS-7 equipped with the knowledge, skills, and abilities needed to successfully perform the duties of this position and that is typically in and/or related to the position being filled. Specialized experience includes but is not limited to Knowledge of a wide range of administrative concepts, principals, and practices such as Bed Management, BMS, Beneficiary Travel Service Portal for claims management, ECAMs
for ambulance and special mode claims, VES for Eligibility Enrollment and registration, Open Encounters management, Emergency management and incident command, and Public Affairs media management; Knowledge of applicable public laws, VA policy and regulations, station directives, legal decisions, and state laws dealing with care and treatment of veterans and beneficiaries, admissions, discharges, scheduling, inpatient and outpatient policy, community care resources, procedures and coordination activities, domiciliary care, sharing agreements, legal detention, beneficiary travel, patient funds and valuables, death details procedures and burial benefits, compensation and Pension activities, medical and dental benefits, procedures, eligibility, and related matters. General Knowledge of medical and administrative records systems of Privacy Act and Freedom of Information Act, as they relate to release of information on patients; Ability to interpret rules, regulations, policies, and procedures to make sound decisions, using good judgment; Ability to adapt to situations quickly, precisely, and accurately; Ability to cope with wide variety of problems and to resolve them quickly and decisively. To qualify based on education for this grade level you must have a master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related TRANSCRIPTS REQUIRED. Physical Requirements: The work requires much walking through the medical center with occasionally the requirement to lift objects such as suitcases, clothing, or medical charts.
