Duties
Expertly applies nursing theory, with and understanding of scope and standards of nursing practices and healthcare delivery.
Identifies and provides readiness platforms and establishes partnerships enhancing readiness.
Provides technical advice and understanding of the regulation and fiscal responsibilities that affect the budget.
Applies knowledge of medical health systems, federal agencies, state laws, and regulations that affect the provision of patient care.
Directs, prepares, analyzes, and interprets healthcare-related reports.
Conducts site visits to military treatment facilities to ensure standardization of patient care and nursing programs.
Training in healthcare improvement science and/or evidence-based practice management is strongly preferred (Lean, Six Sigma, Robust Process Improvement, etc.).
Requirements
- A Personnel Security Investigation is required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Approximately 15% travel may be required.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
- This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing.
- The incumbent may be required to report to work during times of contingency operations, natural disasters, extreme weather or other emergency situations.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Degree: Bachelor's or graduate (or higher level) degree from an accredited professional nursing educational program or healthcare related field appropriate to the work of the position. This degree must be from an educational program accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) assisting with standardizing clinical and nursing policies; 2) monitoring clinical care requirements within a medical facility or network of medical facilities; 3) advising on regulations that impact patient care; AND 4) identifying the impact of fiscal issues to clinical care. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
This position has a Selective Placement Factor: Applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Education
