Vacancies will be filled in the following specialty areas:
HUMAN CAPITIAL STRATEGY PLANNING
The following are the duties of this position at the full working level.
Meets with managers and executives within the Service to define the overall goals and objectives of process improvement and change management efforts within their organization.
Facilitates meetings with identified Subject Matter Experts to develop detailed process models which will be used as a means of identifying potential improvements. Works with business units to develop strategies for growth, optimize operational processes, and prepare project plans to implement effective change.
Conducts analytical studies on key programs, policies and/or procedures to formulate solutions to address issues; determines business requirements to improve inefficiencies and delivers recommendations and determinations on how to proceed, including the methodology to be used, in improving business practices and processes.
Prepares recommendations for resource requirements to accomplish the project; negotiates with managers of various components of the Service to obtain needed resources and support. Manages resources throughout the project lifecycle to meet goals and objectives. As needed, recommends adjustment of resources.
Resolves any relationship problems or conflicts that impede progress; ensures that all involved parties work effectively toward timely completion of the project
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-14 LEVEL: ou must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal Service. Specialized experience for this position includes: Experience utilizing a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, to conduct broad analytical studies and/or projects relating to substantive, mission-oriented programs. Knowledge of goals and objectives related to a human resources organization including the sequence and timing of key program events and milestones, and its interrelationships with other programs and key administrative support functions. Experience serving as a project manager leading other analysts in various analytical studies and projects to resolve substantive problems or improve effectiveness and efficiency of operations. Experience presenting findings, delivering briefings, and facilitating training for employees, managers, and/or executives. Experience with change management principles, concepts and methodologies.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
