Duties

The Arctic District manager is the focal point for making decisions in a geographically based District Office and for providing leadership, motivation, and direction to implement and carry out the multiple use mission. Implement the District's vision and strategy which integrates key national and BLM Alaska program goals, priorities, values and political, economic, social, technological and administrative factors. Set priorities, goals, and objectives in applying the policies and programs in management of natural resources and multiple use programs on public lands, including establishing goals for subordinate supervisors to accomplish management objectives. Conduct resource planning and management in coordination with representatives of Federal, State, tribal, and local governments, the general public, public land users, and private landowners. Serve as the primary leadership position providing direction, coaching and support to facilitate problem solving and accomplishment of District Office goals and programs.

  • Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period if one has not previously been completed.
  • If selected for this position, you will be required to annually complete a Confidential Financial Disclosure Report, OGE-450 within 30 days of reporting to duty. You will be required to provide this information annually.
  • May require a one year probationary trial period.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: (1) Directly supervise staff to ensure land and natural resource management programs under their direct control operate smoothly. Supervising staff includes: workforce planning, personnel management, performance management, EEO compliance, and employee training and development; (2) Analyze and evaluate workload capabilities against needs to create a balanced and robust set of land and natural resource programs; (3) Oversee land and natural resource program planning and budgeting systems to ensure resources and work plans accomplish day-to-day work or meet Annual Work Plan (AWP) targets; (4) Identify and analyze emerging land and natural resource topics, recognize sensitive or controversial issues in their initial stages, and bring about viable solutions for resolution; and (5) Communicate orally and in writing to develop and deliver presentations, briefing packages, or similar presentation materials, requiring extensive analytical input. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: Occasional work in the field may require walking or driving motor vehicles over rough terrain in remote areas or otherwise negotiate areas inaccessible to vehicular travel. Work Environment: Occasional field work may involve exposure to extreme temperatures and remote areas.

Qualifications must be based on experience. There is no education substitution for this position.
