This position is located in the Office of the Under Secretary of Defense (Comptroller)/Chief Financial Officer of the Department of Defense. The Under Secretary of Defense (Comptroller) is the principal budget official of the DoD and serves as the personal advisor to the Secretary and Deputy Secretary of Defense on critical matters and directs activities of the staff providing budgeting, financial, program analysis, and management services to officials of the Office of the Secretary of Defense.
Duties
Supports the Office of the Under Secretary of Defense (Comptroller) Strategic Communications function and serves as Correspondence Analyst for the USD(C).
Supports offices of the Under Secretary of Defense and Principal Deputy Under Secretary of Defense events and initiatives logistically and with communications support; also supports other financial management community engagement efforts through social media and other communication platforms.
Manages Freedom of Information Act (FOIA) packages, Privacy Act, forms, DoD Issuances, and mail management programs.
Administers OSD Records Transfer and Retrieval Program for the Comptroller organization and provides an interface between the Comptroller and the staff of the Washington National Records Center.
Serves as the OUSD(C) Privacy Officer as the focal point for Comptroller Privacy matters; works closely with Defense Privacy and Civil Liberties Division on all Comptroller's privacy matters.

For the GS-11 Level Qualified applicants must possess:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-09within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: experience using correct grammar, spelling, punctuation, and formats, etc.; using interpersonal skills in working with a wide variety of personnel; and experience with record keeping, correspondence management, Privacy Act processes/Freedom of Information Act (FOIA) requests, or conducting quality control for sensitive correspondence.
For the GS-12 Level Qualified applicants must possess:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-11within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: experience designing or maintaining efficient records management programs policies, or procedures; ensuring compliance with privacy practices and policies; contributing to official responses to Privacy Act processes/Freedom of Information Act (FOIA) requests; and writing, editing, or researching strategic communications material.
For the GS-13 Level Qualified applicants must possess:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: experience conducting projects or studies to recommend improvements of work operations relating to record keeping or correspondence; implementing policy, plans, or procedures for managing the Privacy Act Program; and developing or implementing internal policies and procedures relating to correspondence management of the organization.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the qualifying experience requirement. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply.
Official Transcripts: If the position you are applying for has a positive degree requirement or education forms the basis for qualifications (i.e. you would not qualify without the education obtained), you MUST submit transcripts with your application.
