WHAT IS THE LARGE BUSINESS & INTERNATIONAL DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Large Business and International Director Eastern Compliance Eastern Compliance Practice Area Director, Engineering and Valuation The following are the duties of this position at the full working level: The incumbent serves as a team manager responsible for planning, directing, and coordinating the work of a team of Internal Revenue Appraisers who value all types of real estate, including tangible and intangible personal properties and businesses. The incumbent also manages an Appraisal Program Coordinator who is the focal point for all outside contract appraisal activities. Assigned work may include valuation issues for individual, partnership, corporation and estate and gift tax returns as well as related investigations for collection, appeals, counsel, and Department of Justice. Knowledge Required Expert knowledge of valuation principles, standards, techniques, and terminology as they relate to the development of issues in the tax examination process. Knowledge of domestic and international Internal Revenue Code and related laws, court decisions, regulations and precedent rulings of the Internal Revenue Service in sufficient depth to plan, direct, and evaluate the work of subordinates. Knowledge of industry practices, regulatory provisions, and emerging trends. Skill in coordinating and collaborating with all internal and external stakeholders, including but not limited to Technical Advisors, Specialists, Field Operations, other operating Divisions, Counsel, Treasury as applicable, and taxpayers and their representatives, in the identification, development and resolution of tax issues.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE IR-04: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. Your specialized experience must include: Experience demonstrating management/leadership experience such as applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day to day guidance training and/or oversight of peers or others. Experience applying regulations, other official guidance, and principles, including the latest procedures and techniques sufficient to oversee the planning, development, and implementation of the technical aspects of programs specific to the position being filled. Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers. Experience demonstrating mastery of valuation principles and concepts needed to serve as a technical authority, where you will be required to analyze and evaluate existing and newly emerging valuation theories to establish conformity with Service policies and industry standards. Experience interpreting tax laws, regulations, rulings, and court decisions and to interpret law and apply it to new valuation issues which are controversial and potentially precedent setting and to reach conclusions where guidelines are unclear, conflicting or often non-existent and where determinations may affect widespread segments of taxpayers, industries and communities and involve intense public and legal scrutiny. Experience applying knowledge to a broad range of properties, interests and issues of the most complex nature and unique characteristics such as hospitals, universities, parks, racetracks, oil tank farms, as well as holdings in banking, brokerage and insurance industries, large and foreign controlled corporations, REITs (real estate investment trusts), and large multimillion dollar estate portfolios of prominent individuals. Experience addressing complex asset-related legal matters such as structured agreements, financing arrangements, deed restrictions, and other substantive ownership issues. Experience negotiating and resolving divergent positions regarding tax code and/or valuation standards. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
