The primary purpose of this position is to serve as Assistant Chief of Operations in charge of the management and control one of two alternating 24-hour shifts, supervising all firefighters in fire ground situations as well as the performance of care and maintenance of apparatus and equipment.

Duties

1. This position will support the Federal Government's response efforts to COVID-19. 2. As an Assistant Chief of Operations on a 24-hour duty shift, participates in the administration and planning of a comprehensive fire prevention and firefighting and rescue program of a sufficient magnitude at the installation. Responsible for planning, developing, implementing, reviewing, and evaluating the program. Responsible for planning, developing, implementing, reviewing, and evaluating the program. Receives new regulations or procedures from the Fire Chief and disseminates information to subordinates who assist in the carrying out of the program on a regular and recurring basis. Assures that procedures are effected; and station logs and other records pertinent to reports, activities, drills, inspections, responses to fires, etc., are maintained properly and submitted within time limits utilizing the automated civil engineer system (ACES) when required. 3.Serves as the on-scene commander of a fire/crash scene until relieved by the Fire Chief or Deputy Fire Chief. Determines the best course of action to minimize loss or damage from fires or explosions. Always ensures that maximum protection is afforded to personnel and equipment at the fire or rescue scene. 4.Supervises fire alarm communication center operations to ensure all firefighting equipment and personnel are dispatched as required. Ensures that the communications center is manned at all times during the shift. Oversees the checkout of communications equipment at the beginning of the shift. As necessary, details additional help in case of short staffing. Maintains constant contact with the center during real emergencies or fire drills. 5. Performs supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS-0081, Fire Protection and Prevention Series. SPECIALIZED EXPERIENCE: CURRENT AND PRIOR FEDERAL EMPLOYEES: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. EXTERNAL APPLICANTS: Must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of creditable specialized experience includes: (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents; and/or (6) developing, implementing, or providing training in fire protection and prevention. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. CURRENT AND PRIOR FEDERAL EMPLOYEES: One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. EXTERNAL APPLICANTS: One (1) year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Special Retirement Provisions Authority: FERS Position covered as secondary FERS/CSRS under the FERS special retirement provisions for Federal firefighters [5 U.S.C. 8401(14), 5 U.S.C. 8412(d), and 5 CFR 842.802]. OR Position covered as secondary FERS/CSRS under the CSRS special retirement provisions for Federal firefighters [5 U.S.C. 8331(21), 5 U.S.C. 8336(c), and 5 CFR 831.902]. Effective 1 Jun 00, all DoD firefighters and contract fire and emergency service personnel must be certified at the next higher level before being eligible for promotion to that level. Applicants must list their current firefighter related licenses and certificates on their resumes. Certification requirements for this position are: Fire Officer III, (includes Fire Officer I, II), Fire Instructor II (includes Fire Instructor I), Fire Inspector II (Includes Fire Inspector I), HAZMAT Incident Commander (includes Hazmat Awareness, Hazmat Operations), and Airport Fire Fighter (includes Firefighter I, II). Knowledge of the theory, principles, methods, techniques, and practices of firefighting and rescue operations. 2. Knowledge of the operation of fire department communication equipment. 3. Ability to operate and direct others in operating under stressful and dangerous conditions. 4. Ability to formulate and effectively implement firefighting/emergency response plan and to direct personnel in such operations. 5. Ability to plan, organize, and direct functions and to mentor, motivate, and appraise the staff of an organization. 6, Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
