About the Position: This position is located at the US Army Tank - Automotive & Armaments Command, Program Manager Light Armored Vehicles Office (PM LAV) in Warren, MI. PM LAV is a U.S. Marine Corps Board Select 0-6 program staffed by Department of Army Acquisition Professionals. The Program Office is a direct support to the Marine Corps Program Executive Office Land Systems. This office performs all acquisition functions for life cycle support.
Duties
Applies the MPT domains of Human Systems Integration in assessing systems design for supportability.
Supports HSI planning, designs and develops proposals, methods and procedures for completion of HSI/MPT activities and assessments.
Provides manpower workload estimation and training analysis, design, development, implementation, and execution guidance and expert advice to project members, independently guiding each project to conclusion.
Advises and provides support to the program management team on strategy and acquisition of life-cycle manpower, personnel, and training solutions.
Manages design and development of systems and sub-systems training and performance products. Identifies training resource requirements to include those relating to TADSS.
Participates in the Life-Cycle Logistics workforce professional development activities, including review of policy, process, tools and best practices relative to MPT impacts on design and supportability.
Prepares and provides business plans, decision papers, or information papers and briefings to explain, market, and justify training strategies to activities within PEO LS as well as external agencies.
Requirements

- Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires Temporary Duty (TDY) travel, you may be expected to travel up to 30% of the time for this position, including weekends and holidays.
- Acquisition Back To Basics: This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (LIFE CYCLE LOGISTICS) FOUNDATIONAL certification within 36 months as of entrance on duty.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This is a Temporary appointment position intended not to exceed 3 years. Temporary appointments may be extended up to a maximum of three (3) years.

Basic Education Requirement (IOR): Degree that includes or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

Specialized Experience:
Applicant's resume must have at least one year of specialized experience equivalent to the NH-02 (or GS-11 equivalent) level in the Federal Service which includes: 1) Executing programs concerning acquisition strategies to meet educational and/or developmental needs; 2) Conducting training evaluations and assessments related to training products; 3) Utilizing analysis, design, development, implementation, and evaluation to design training and learning development programs; 4) Developing training and/or instructional materials for acquisition Life-Cycle Logistics.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 (or GS-11 equivalent grade level).

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, Demonstration jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
