Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Operations Support, Laboratories and Scientific Services Directorate, located in Washington, DC.

Duties

The position is located within the Mission Support Division (MSD), Office of Laboratories & Scientific Services (LSS), U.S. Customs and Border Protection (CBP), U.S. Department of Homeland Security (DHS). The LSS MSD provides all mission support to LSS laboratories. MSD supports LSS's business optimization efforts through objective evaluation and strategic transformation initiatives, conducts strategic human capital analysis, formulates LSS's budget, develops policy guidance, performance measurement structures, and serves as the accountability liaison to the Department and other Federal agencies. This position starts at a salary of $139,395.00 (GS-14, Step 1) to $181,216.00 (GS-14, Step 10). While serving as a Program Manager, your duties may include: Serving as an expert analyst and advisor to executive management on major mission or administrative programs requiring application of a wide range of qualitative system and management support principles, processes, and systems. Leading, developing and coordinating planning management through briefings, presentations, and conferences for executive management. Developing organization-wide policies to standardize, streamline and improve efficiency for laboratory operations at multiple locations throughout the US and Puerto Rico.

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Evaluating the content of new or modified legislation for projected impact on programs; Developing, implementing, and monitoring project and program management systems to support long- and short-range plans.; Identifying and developing ways to resolve problems and cope with complex issues including technology and legal requirements which directly affect the accomplishment of the agency mission. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/05/2024. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Current and former federal employees may be required to serve or complete a probationary period.
