The primary purpose of this position is to serve as a Quality Assurance Specialist in the Transient Aircraft Maintenance Functional Area. Assures that the quality assurance program is planned, developed, and implemented to maintain and acceptable level of quality of maintenance and services for the highly complex DoD aircraft that transit the base.
Duties
Serves as a member of the contract evaluation and planning function with the Procuring Contracting Officer (PCO), Functional Area Chief (FAC), contract manager and/or other responsible contractor oversight function, and various base agencies to prescribe the quality and scope of transient aircraft maintenance to be provided by the contractor to the Department of Defense and other aircraft that transit the base.
Implements and monitors the quality assurance plan using the contract Statement of Work (SOW), pertinent directives, and checklists to ensure an acceptable level of quality is sustained in the around-the-clock (standby) service and maintenance of transiting aircraft.
Provides technical and contractual expertise and assistance in identifying deficiencies in technical data and government support to the contractor and takes corrective actions when applicable.
Determines validity, identifies and interprets the scope and trends of deficiencies by analyzing inputs such as material deficiency reports, test results, process problems, defective data, and customer complaints.
Reviews for approval/disapproval contractor maintenance personnel qualification, certification, and training programs.
Develops and enforces the Quality Assurance Surveillance Plan and performs systematic reviews of all aspects of the Maintenance and Analysis portion of the contract to determine compliance with performance requirements.

- May occasionally be required to work other than normal duty hours and/or shift work may be required which may include overtime and/or irregular hours.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- The physical requirements of this position as determined by the manager are: regularly require extended periods of walking, climbing, standing or bending.
- A pre-employment physical examination will be required.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Quality Assurance Series, 1910.
INDIVIDUAL OCCUPATIONAL REQUIREMENT:
EDUCATION: Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.
OR
SPECIALIZED EXPERIENCE (for positions above GS-5): Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas.
In addition to meeting the individual occupational requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, concepts, and theories of quality assurance and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify
significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.

EDUCATION: Master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree orLL.B. or J.D., if related. NOTE: You must submit copies of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit copies of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive knowledge of quality assurance/control methods, principles, and practices, including statistical analysis and sampling techniques of assigned aeronautical systems and equipment.
Broad knowledge of operating policies and procedures of both internal and external quality-related activities such as program management, contractors production engineering, workload planning, procurement, or supply and skill to coordinate quality assurance plans and functions with these activities.
Skill in applying this knowledge to the identification of quality problems and resolving the difficult and complex work assignments. Skill to plan and conduct studies, analyze performance and quality data and to develop sound recommendations for correction of quality system deficiencies.
Skill in applying this knowledge to planning and developing quality systems for the facility.
Skill in establishing and maintaining effective interpersonal relationships throughout the various departments and with using activities.
Ability to conduct technical reviews, analyze findings and develop recommendations for corrections or improvements in the quality assurance program. Ability to prepare technical reports on quality levels, to identify specific problem areas and to recommend corrective action.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
