About the Position: Serve as a Natural Resources Specialist to develop and coordinate Integrated Natural Resources Management Plans to obtain multiple objectives both short and long range, as an integral part of the environmental problem at Picatinny,
Duties
Serve as the Natural Resources Specialist developing and coordinating Picatinny's Integrated Natural Resources Management Plan to obtain multiple use objectives both short and long range.
Develop and manage Endangered/Threatened Species IAW plan and coordinate activities with U.S. Fish and Wildlife and New Jersey Dept. of Env. Protection.
Programs include Fish and Wildlife, Forestry, Pest Management/Pesticides, Sportsman (both Hunting and Fishing), Conservation Reimbursable Fee collection for Fuelwood and Sportsman Programs, Wildland Fire.
Minimal background also in National Environmental Policy Act (NEPA). Assess fish and wildlife populations and determine habitat requirements.
Develop budgets, work plans, consultation packages, and management plans with concept of all natural, renewable resources to achieve optimum use while maintaining the environmental qualities, ecological relationships, and aesthetic values.
Survey game/non-game species and samples areas to determine health and population levels. Monitors predator and nuisance/invasive species populations and maintain a level that causes no endangerment to any species of wildlife
Assures that all control activates are coordinated with State/Federal biologist. Serve as the installation pest management coordinator and pest management quality assurance evaluator.
Manage the pest management program including coordination of the use of approved pesticides with the Army’s pest management consultant.
Perform natural resources review of federal actions and mission activities on the installation to evaluate impacts to natural resources.
Develop and implement forest management procedures that ensure timber operations, treatment, and harvest techniques are compatible with long-term natural resources strategies and goals. Manage hazard tree program with the Army’s arborist consultant
Work with the Conservation Law Enforcement Officer to coordinate the Sportsman Program including data generated by predator and non-game surveys, designates areas, determines and coordinates amount and method of harvest.
Determines hunting and fishing areas, types of weapon/gear to be used to harvest, and make recommendations game seasons and restriction necessary to protect fish and game populations.
Prepare, plan, and budget for all the conservation program elements through the Army’s conservation reimbursable program. Use the Geographic Information System (GIS) to manage a wide variety of resources management/preservation.
Develop maps which detail land-cover type, forest type, surface waters, roads, utilities, recreational areas (both hunting and fishing), wildlife management areas, etc. Incorporate new developments into the implementation of management plans.
Attend professional conferences/trainings related to natural resources. Stay abreast of new techniques through journals and contact with personnel of Federal and Non-Federal agencies.

Basic Requirement for Natural Resources Specialist:
A. I have a bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Note: You must attach a copy of your transcripts.).
B. I have a combination of education and experience which includes courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. (Note: You must attach a copy of your transcripts.)
Specialized Experience: One year of specialized experience which includes evaluating impacts and coordination of activities on natural resources, such as conservation or protection of species, resources (including forestry, hunting, and fishing), pest management, and land management.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Although a- Degree is required that degree CANNOT substitute your education for the required specialized experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
