Duties
Serving as a Program Analyst GS-0343-9/11 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the FLETC Leadership Institute (FLI), Technical Training Operations Directorate (TTO), under the Office of the Associate Director for Training Ops (TOPS), and located in Glynco, Georgia.
The primary purpose of this position is to assist the Division Chief (DC) by providing technical, administrative, analytical, and evaluative expertise to ensure accomplishment of the FLETC, TTO, and FLI mission.
Typical duties include:
Serving as a major participant in monitoring the FLI budget, interagency agreements,
outreach initiatives, national and regional law enforcement conferences, and procurement activities and processes.
Advising the FLI DC and Assistant DC (ADC) in devising ways and means to acquire, analyze, and interpret data as relates to workload projection and forecasting, mission support requirements, training operations, evaluations, and reporting.
Applying analytical and evaluative methods and techniques to perform projects or studies measuring the effectiveness of FLI administrative operations, emphasizing synchronization and coordination across FLI.
Coordinating with FLETC's Procurement Division in the formulation of large and simplified acquisitions, analyzing and researching contract requirements, developing writing statements of work, and entering requests into FLETC's Budget and Accounting
System.
Serving as a key advisor on staffing and resource allocation/utilization issues.
Serving as FLI budget liaison with responsibility for determining and affirming budget availability for mission requirements.
Serving as the project coordinator for FLI and analyzes, assigns, tracks progress, lends assistance, and assures timely completion of projects.

Requirements

- Bargaining Unit: This is a bargaining unit covered position, represented under the National Treasury Employees Union (NTEU).
- Must possess and maintain a valid state issued driver's license to conduct official government business.

- Occasional travel may be required.

For the GS-09:
You qualify at the GS-09 grade level if you possess one of the following:
One year of specialized experience, equivalent to the GS-07 grade level in Federal service, performing the following duties 1) Applying program evaluation and measurement techniques to determine compliance with applicable rules and regulations; 2) Monitoring budget execution to ensure execution in accordance with financial policies; 3) Analyzing data to determine available resources for programmatic planning purposes.; OR
A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree; OR
An LL.B. or J.D., if related; OR
A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.
NOTE: Only graduate education in excess of the first year may be used to qualify for the GS-09 level.
For the GS-11:
You qualify at the GS-11 grade level if you possess one of the following:
One year of specialized experience, equivalent to the GS-09 grade level in Federal service, performing the following duties 1) Studying administrative operations of the program to develop processes to increase efficiency; 2) Evaluating new or proposed policies to determine their impact on current program processes; 3) Developing recommendations for budgetary adjustments to support unanticipated changes in program operations; 4) Coordinating projects in accordance with program priorities, resource, and budgetary restraints.; OR
A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree; OR
An LL.M., if related; OR
A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement.
