THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION (INDEFINITE). This National Guard position is for a TRAINING OFFICER, Position Description Number NGD2218000 and is part of the Guam G3 Directorate of Plans, Operations, and Training, National Guard.

Duties

1. Assists with the evaluation of the overall training programs for the State. Develops short- and long-term training plans that support the commander's training guidance. Issues instructions and procedures to subordinate organizations for the conduct of activities which meet the commander's training guidance and directives of higher headquarters. Ensures the conduct of a training evaluation program for subordinate organizations. Conducts and/or coordinates staff assistance visits and command level inspections in the area of training, physical security and readiness. Evaluates the mission essential task lists of subordinate organizations to ensure conformity with higher headquarters, commander's guidance and intent, Army doctrine, and regulatory requirements. Reviews training evaluation and inspection reports to identify systemic problems and trends. Formulates needed revisions or improvements to training activities. Reviews training plans and schedules of subordinate organizations for approval and revision as necessary to ensure compliance with yearly training guidance. Provides technical guidance and assistance to subordinate commanders or other operations and training personnel pertaining to scheduling and conducting training. Schedules and ensures the execution of special training courses on a variety of subjects such as communications procedures, leadership courses, and marksmanship training. Coordinates with external training, evaluation and assistance organizations for the conduct and evaluation of Army training to include, but not limited to, Field Training Exercises (FTX) and Command Posts Exercises (CPX). 30% 2. Assists with the development of annual operational and training budget requirements. Recommends sub-allocations of funding for subordinate organizations in accordance with annual funding allowance and established priorities. Evaluates, develops, and maintains command level policies commensurate with training directives issued by all echelons of command and the commander's guidance. 20% 3. Evaluates organizational readiness reports and prepares recommendations for improvement/modification to organizational training programs. Analyzes proposed changes and determines effects on organizational readiness and the ability of organizations to accomplish assigned missions. Develops and reviews requests for changes to future authorization documents. Coordinates with other staff elements and subordinate organizations for the review and analysis of force modernization and future organizational structure and allowances. 5% 4. Provides technical guidance and assistance to subordinate units in the development of deployment and redeployment plans for use in responding to local/state/national emergencies, homeland security missions, and anti-terrorism/force protection. 10% 5. Directs scheduling and coordination for the use of training sites and facilities. Ensures coordination with logistical personnel for the availability of required equipment and supplies for training activities. Reviews and forwards requests for the local procurement and acquisition of training aids, manuals, or other instructional material not available within normal supply channels. Maintains liaison with personnel at local, state or federally operated training sites. Identifies the requirement for, directs, and/or approves organizational requests for initiation, coordination and maintenance of usage agreements for local/private training areas. Conducts or directs preliminary environmental impact assessments for training sites/areas and requests formal assessments through channels to state level environmental personnel. 25% 6. Develops Risk Management plans and programs for the command. Analyzes trends within the command and makes recommendations for changes to policies and activities to minimize risks of training activities and increase individual safety awareness. 5% 7. Requirements

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard.
  • Must have an approved Interstate Transfer to become a member of the Guam Army National Guard for application eligibility.
  • Must be able to obtain and maintain the appropriate (SECRET) security clearance of the position within one-year of initial appointment.
  • May be required to successfully complete a probationary / trial period.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • Must have a valid state driver’s license for the state in which the applicant is principally employed.
  • No disciplinary action (Article 15 or court-martial) for engaging in an unprofessional or inappropriate relationship as defined in applicable DoD Instructions concerning Army Professional and Unprofessional Relationships.
  • Applicants must pass a drug test prior to appointments.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.

Qualifications

MILITARY GRADES: Officer: All Ranks Warrant Officer: All Ranks Enlisted: All Ranks Compatible Military Assignments: Preferred but not required to apply for the position. Officer: 01A, 42 Warrant Officer: 011A, 420 Enlisted: 00F GENERAL EXPERIENCE: All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one-year on-the-job experience in the grade immediately below the next higher level. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade. Experiences, education, or training that demonstrated the ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise demonstrates the ability to perform or learn to perform the duties of the position. SPECIALIZED EXPERIENCE: Must have at least (12 months) specialized experience, equivalent to the GS-07 grade level in the following: Experiences in conducting and developing education and training programs; to include experience in conducting, supervising, or developing education or training programs. Experienced in managing programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries. Experienced in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products. Experience with effective writing skills; editing practices; instructional media applications, training reports, program and curriculum validation, and training implementation procedures. Experiences in training program management; scheduling training events and facilities; conducting assistance visits and training meetings; work center and individual job qualification standard development; education institution registration requirements; military personnel classification system and policies; communicative interpersonal skill applications; and distance learning concepts. Experienced and effective communicator; to include experience as a participant and presenter during training and military or civilian conference events; as well as experience in organizing and preparing instructional materials. Experienced in preparing assignments, laboratory exercises, demonstrations, training aids, and references and related material required to parallel and supplement course outline. Experienced in the art of instructing personnel, such as determining the instructional methods for class size and subject matter. Experienced in using audiovisual aids such as, mockups, graphs, training films, and film strips; to include experience using training aids such as, achievement and aptitude tests, and rating scales. Experienced in identifying and conducting individual learning difficulties diagnoses and recommends courses of remedial instruction. MILITARY REQUIREMENTS: A military skill set is determined by the applicable service classification and qualification requirements. Upon selection, individuals are assigned to a compatible military skill in accordance with Army or Air Force skill classification directives, statutes, and National Guard Bureau regulations. The dual status technician must obtain and maintain all training, education, and experience requirements of the military skill. COMPATIBLE MILITARY SKILLS FOR THIS SERIES: ARNG Officer: Adjutant General Corps - AOC 42: Plans, develops and operates the Army's personnel, administrative, and community activities support systems to build and sustain combat readiness. Responsible for training programs in training centers, schools, and units for these systems. AOC Immaterial - 01A: A duty position that is not identified with or limited to one specific branch of the Army. Indicates that any officer may fill the position. It is used to identify individuals qualified to perform in the position. ARNG Warrant Officer: Adjutant General Corps - MOS 420: Plans, develops and operates the Army's personnel, administrative, and community activities support systems to build and sustain combat readiness. Responsible for training programs in training centers, schools, and units for these systems. MOS Immaterial - 001A: A duty position that is not identified with or limited to one specific branch of the Army. Indicates that any warrant officer may fill the position. It is used to identify individuals qualified to perform in the position. ARNG Enlisted: MOS Immaterial - 00F: Commands or performs staff duties where no unique education, training or experience through a specific military skill is required as a prerequisite for successful performance.

Education

Army National Guard Officer Technicians: A high school diploma and a college degree are mandatory. An academic undergraduate degree with courses in education, grammar and composition, speech, psychology, guidance, and sociology; or social and behavioral sciences is mandatory.

Army National Guard Warrant Officer Technicians: Must have a high school diploma or general education development (GED) diploma. An under-graduate degree from an accredited college/university is optimum. An academic degree with courses in education, grammar and composition, speech, psychology, guidance, and sociology; or social and behavioral sciences define a best qualified candidate.

Army National Guard Enlisted Technicians: High school or general equivalent degree is mandatory. An under-graduate degree from an accredited college/university is optimum. An academic degree with courses in education, grammar and composition, speech, psychology, guidance, and sociology; or social and behavioral sciences define a best qualified candidate.
