About the Position:
This position is assigned to the Deputy Assistant Secretary of Defense for Military Community and Family Policy (DASD (MC&FP), Assistant Secretary of Defense for Manpower and Reserve Affairs (M&RA), Office of the Under Secretary of Defense, Personnel and Readiness (USD (P&R)).
Supports the Military Community Support Programs (MCSP) which encompasses oversight of the Military OneSource and Military and Family Life Counseling programs.
Duties
Evaluate and analyze a broad range of data, research, programs, and metrics addressing the needs and challenges of service members and their families.
Research and coordinate resolution of complex time-essential actions relating to the Military Community Support Programs (MCSP) Directorate policy areas.
Correlate analysis of data trends in current and past program services with the objectives and measures that promote the success of current and future initiatives.
Develop strategies for resolution of systemic and individual problems; identify deficiencies in existing data, policies and programs; and justifies, defends, and negotiates changes.
Serve as a subject matter expert regarding data collection, research, and evaluation on multiple programs with a specific focus on applying analytical and evaluative methods and techniques concerning the effectiveness of program operations.
Review, research, and benchmark emerging trends within a variety of Service member and military family programs.
Maintain partnerships with military services and reserve components to resolve a variety of complex issues involving service members and their families.
Requirements

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
Basic Requirement for Statistician:
A. Degree: Bachelor's degree (or higher degree) that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc.
OR
B. Combination of Education and Experience: Courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
Basic Requirement for Sociologist:
Degree: Bachelor's degree (or higher degree) in sociology; or social psychology or political science that included at least 24 semester hours in sociology.
OR
Combination of Education and Experience: Courses equivalent to a major in sociology (i.e. at least 24 semester hours), plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience for GS 13: One year of specialized experience which includes collecting data from diverse sources; evaluating the effectiveness of research, data, or program operations; preparing reports from data analyzed; and ensuring compliance with research requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Specialized Experience for GS 14: One year of specialized experience which includes collecting data from diverse sources; evaluating the effectiveness of research, data, or program operations; analyzing data, research, metrics, or trends to develop changes to policy and/or strategies; and recommending solutions based on the analysis of data, research, metrics or trends of programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement for GS 13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
Time in Grade Requirement for GS 14: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
A writing sample may be required by management within the interview process.
