The purpose of this position is to acquire the information necessary to classify and prioritize emergency and non-emergent calls and provide firefighting, Emergency Medical Services (EMS), service calls, HazMat and other emergency response resources to the public by answering emergency 911 calls and responding with appropriate personnel and equipment.

Duties

Perform Advanced Emergency Medical Dispatch (EMD) services to callers with medical emergencies using the local authority's emergency medical dispatch system. Provide emergency 911-call taking and communication services. Serve as primary call taker for certified Public Safety Answering Point (PSAP) or Enhanced 911 system. Maintain and operate computerized systems, including the Computer Aided Dispatching (CAD) system, work with mutual aid partners for interagency resource status systems, computerized recording system, the hazardous materials information system and local database management system. Operate and maintain communication devices, automated data processing equipment, printers, recorders, facsimile equipment, security monitoring and other devices installed in the Emergency Communications Center. Maintain reports and retrieves needed statistical information using the local authority's fire incident reporting system(s).

  • May occasionally be required to work other than normal duty hours and/or shift work may be required which may include overtime and/or irregular hours.
  • This position is subject to provisions of the DoD Priority Placement Program
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • Must be able to obtain and maintain a current CPR for Healthcare Providers certification within 1 year after entrance on duty.
  • At times, will be required to respond on/off-duty time during a conflagration, or stay over until an emergency has been terminated or until properly relieved by a qualified dispatcher.
  • Must participate in exercises and recurrent proficiency training as directed.

  • Must obtain International Fire Service Accreditation Congress Certification or Pro-Board as a Telecommunicator Level I and II and Hazardous Materials Awareness within 2 years after entrance on duty.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Group Standard for Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-05 level (or other equivalent pay systems) in federal service which equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience demonstrating the capability to: answer 911 emergency calls and dispatch vehicle response using a calm, clear, confident voice, and appropriately articulate your words; make a determination of the problem and nature of the call, prioritization of the call, and identify the level and type of response; make critical, multiple tasks, immediate, simultaneous decisions and actions; apply a wide variety of different procedures subject to three separate sets of law, regulations, guides, policies and procedures to the whole range of emergency calls in order to successfully accomplish the work. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. Knowledge of communications operations to transmits and receive radio, telephone, teletype messages, and other electronic communications equipment and knowledge of personal computers and software programs to input, retrieve and maintain emergency data. 2. Knowledge of location and availability of emergency apparatus, the kind of apparatus and equipment needed for the emergency at hand. 3. Skill in determining nature and priority of call and ability to dispatch appropriate equipment and personnel. 4. Ability to effectively communicate both orally and in writing using a calm and stable demeanor while dealing with emergency situations. 5.Ability to work independently without immediate supervision and to maintain good working relationships both within and outside the organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
