Duties

You will participate and/or lead planning teams to develop long, mid and short-range land use/infrastructure planning, infrastructure management and basing strategies. You will explain and defend specific planning criteria to users and to other technical experts and auditors and serve as a technical expert in facilities planning criteria. You will serve as a facility planning criteria expert, providing criteria guidance to users in interpreting and applying UFC 2-000- 05N criteria to facilities planning actions. You will provide the client with clear and concise policy and guidance for the orderly and cost-effective development of shore facilities. You will leverage in-house resources in such areas as land and facilities planning, acquisition, real estate, environmental, construction, public works, or other subject matter experts to clarify the vision for the shore infrastructure.

  • Current registration as a professional Architect or Professional Engineer is required (with the exception of series 0020-Community Planner). Registration must be in a U.S. state or U.S. territory.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to obtain and maintain a current valid United States driver’s license.

Qualifications

This position has a Selective Placement Factor (SPF) that will be used to screen out ineligible candidates. The SPF is: Current registration as a Professional Engineer (PE) for series 0801/0810/0896 or Registered Architect (RA) for series 0808, from any state, the District of Columbia, Guam, or Puerto Rico. If you meet this requirement, you must provide a copy of your current registration with your application. A copy of a wall certificate that does not show current registration status will not serve to verify you meet this requirement. In addition to the SPF and Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing facilities master planning and project documentation based on facilities planning criteria; 2) Analyzing engineering and economic data to develop alternatives for infrastructure; 3) Developing solutions to facility issues; and 4) Coordinating with personnel and contractors to manage facility management project. Education

You must meet the Basic Requirements for this position:
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Community Planning Series, 0020:
Successful completion of Degree in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
OR
Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

Architecture Series, 0808:
Successful completion of Degree in architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.

Professional Engineering Series, 0801 (General), 0810 (Civil) & 0896 (Industrial)
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
